Against the background of the political objective of doubling passenger transport by rail and shifting freight transport to rail more, the existing expansion plans must be regularly reviewed, new project ideas evaluated and the methodology established in the course of federal transport infrastructure planning updated regularly. This requires permanent and needs-based external technical and scientific support, which is commissioned if necessary.
In recent years, the federal government has had a federal rail network model developed as the basis for its traffic forecasts and economic feasibility studies for rail infrastructure projects.
On the basis of the network model, evaluations relevant to traffic policy are to be carried out. This includes preparing and carrying out the benefit-cost analyzes for rail infrastructure projects (individual measures or bundles) (e.g. in the course of re-evaluations or re-evaluations) including updating the allocations of forecast traffic volumes and targeted evaluations on current political issues.
Project-specific evaluations on the basis of a project-specific reference case for checking traffic input data of the business evaluation submitted by the EIU as well as the derivation of a project-specific load-bearing capacity according to BUV are commissioned.
The results of these orders should be visualized and documented.
The contractor (AN) should advise the client (AG) on request with regard to internal and external inquiries about assessments of requirement plans, possible alternatives and, if necessary, further questions.
Building on this, the requirements are subdivided into the following work packages:
- General scientific advice, special studies;
- Cost-benefit analyzes for infrastructure projects as well as their updating based on the then applicable FTIP methodology;
- Route and cost plausibility check.
