The subject of the contract is the technical planning services for plant groups 4, 5, 6, 8 in accordance with HOAI Part 4, Section 2, Work Phases 1-3 and 5-9, for demolition, renovation and replacement construction. Special services can be found in the draft contract.
The Immenstadt secondary school is housed in a coherent building complex. The individual parts of the building date mainly from the 50s to 80s (specialist rooms component A from 1986; Classrooms Building B from 1957; Administration Building C from 1957; Mensa building building D from the 1960s). After the turn of the century, the school building was completed with a pavilion (component F, built in 2007. The gymnasium (building E, renovated in 2017) and the pavilion are solitary and not connected (pavilion) or not barrier-free (gymnasium).
In the run-up to this award procedure, a feasibility study with an economic feasibility assessment was prepared by the architectural firm Unzeitig GmbH, Sonthofen, and the existing building was statically examined by the engineering office KBK, Konstruktionsgruppe Bauen, Kempten. The study and the feasibility study are attached to the tender documents.
In particular, the parts of the building from the 50s to 60s need to be renovated in terms of energy efficiency, the technical building equipment is in need of renovation and the overall condition shows that, apart from renovation measures, the condition corresponds to that of the time of construction.
The administration (building C) and the canteen building (building D) are in a dilapidated state. After a (partial) demolition, these parts of the building are to be replaced by new buildings.
A plan is to be developed for the buildings that meets the following priorities:
- Implementation of current and future-oriented pedagogical concepts,
- Fulfillment of fire protection requirements,
- Creation of accessibility, i.e. in particular building access, vertical access (elevator), barrier-free toilet facility, entrances within the building
- Energy-efficient refurbishment, i.e. building envelope and technical building equipment, target standard according to the Building Energy Act GEG: New construction of efficiency building 40, old building efficiency building 70
- Improvement of room acoustics, i.e. installation of sound-absorbing ceiling and wall coverings
- Creation of hygienically perfect conditions in toilet facilities
- Creation of the technical prerequisites for the use of digital teaching materials;
A detailed description of the necessary renovation requirements, a possible implementation of the space requirements in the existing building and any additional new buildings can be found in the feasibility study attached to the tender documents.
For the implementation of the measure, school operations will be outsourced to an interim. The creation of the interim is not part of the award.
The aim is to make a contribution to environmental and climate protection through a sustainable and innovative renovation or partial replacement of the Immenstadt secondary school: Accordingly, trend-setting designs are sought that succeed in achieving the highest possible overall cost-effectiveness, comfort, usability, multifunctionality and architectural quality with the lowest possible use of energy and resources (including sufficiency and efficiency strategies).
The building is intended to conserve resources, take material cycles into account (recycling-friendly construction), reduce overall consumption and maximize the use of renewable energies. In addition, it should be climate-resilient, demand-oriented, reliable and robust. Innovative solutions are expected and encouraged. The aim is to achieve a wood/timber hybrid construction method. The AG intends to obtain QNG certification for the new building. The actual renovation of the school buildings is publicly funded by the government of Swabia, among others.
A photovoltaic system is to be planned for the company's own power supply.

The commissioning takes place in stages according to § 55 HOAI. In the case of an order, the first stage is the service phases 1 and 2. The client decides on further commissioning of the service levels in the further course of the procedure. No claims for the transfer of further service levels or further services can be derived from the step-by-step commissioning.
According to the current state of knowledge, the fee ranges for the system groups are classified as follows in accordance with HOAI Annex 15 "Technical Equipment Object List":
Plant groups 4, 5, 6 - fee zone II;
Plant group 8 - fee zone III.
According to the current state of knowledge, the client assumes the following cost estimates (net):
KGR 440 approx. 1,063,000 EUR, net
KGR 450 approx. 197,000 EUR, net
KGR 460 approx. 123,000 EUR, net
KGR 480 approx. 113,000 EUR, net
The expected proportion of the renovation is approx. 48% of the total measure.
Planning will begin immediately after the order is placed in January 2024. Construction work is scheduled to begin at the beginning of 2026. The completion of the construction project and the start of use are scheduled for September 2027. Final work is expected to be completed in early 2028.
