Cottbusverkehr GmbH is planning to set up an on-demand transport service to improve mobility in selected, rural districts in the north and south of the city.
For on-demand transport, an ordering platform for passengers is to be introduced as Software as a Service. The operation is carried out by Cottbusverkehr GmbH and its subsidiary Verkehrsservice Cottbus GmbH (VSC). The necessary vehicles will be provided by the client.
The aim is to link the on-demand service with the strong urban lines in conventional transport - especially the tram - in order to make even better use of the current offer by increasing demand.
The aim of the on-demand transport is to improve the mobility offer in the city of Cottbus. At defined operating times, two service areas are to be served as a supplement to the existing public transport route network.
The offer for the on-demand mobility system must include the following elements:
- Passenger app
- Driver app
- Dispositionssystem
- Payment and billing functionalities
- Analysefunktionalitäten
In addition, the provider must provide the following services within the framework of the project:
- Description of the solution for the customer, FAQ and explanatory video (e.g. as a cartoon) for the client's homepage
- Co-design of the pricing concept
- Marketingunterstützung
It is envisaged that the system will be implemented in the contractor's protected server area so that the data exchange between the data users involved (client, cooperation partners, transport companies, customers of the transport company) can be handled securely. The system must be hosted on servers within the EU. For this purpose, the provider discloses production and backup locations.
The provider assures that all white-label apps provided in the App Store do not contain malware and viruses etc. and do not spread.
The documentation of the technical and organizational measures (TOM) according to GDPR must be provided.
The following applies to the documentation and transfer of the results:
- The working language is German
- Transfer of updateable, i.e. editable (raw) files in the original format as well as in an exchange format agreed with the client
- For cartographic documents, all graphics must be submitted in vectorized form and thus in updating form. A file format must be agreed with the client.
- Transfer of all rights of use to the Client (also for third-party materials used).
For the archiving of tax-relevant data, the principles for the proper management and storage of books, records and documents in electronic form as well as data access (GoBO) must be observed.
The provider provides the following backups: daily incremental backup, at least once a week full backup, which must be available for another 4 weeks.
For the establishment of the service area and the installation of virtual stops, it is necessary to coordinate with the authorities of the State Office for Construction and Transport (LBV) of the State of Brandenburg. The provisions of the Passenger Transport Act (PBfG) must also be observed as part of the latest amendment.
