Description:

Command and liaison vehicles. Vehicle bodies, trailers or semi-trailers. Vehicle bodies for goods vehicles. Radio, television, communication, telecommunication and related equipment. Software package and information systems. Command and control system. Greater Manchester Fire and Rescue Authority are seeking offers from body work and ICT suppliers for the provision of one incident command unit (ICU) vehicle. The Authority has a requirement for the supply of an incident command unit (ICU). The ICU is a multi-tasking vehicle which provides a wide range of facilities and capabilities. It functions as a standalone command and control facility in order to support the Authority’s ability to respond rapidly and coordinate actions of emergency vehicles and personnel at incidents. The current ICU is reaching the end of its useful life and requires investment in order to meet its requirements. It is the intention of the Authority to replace the existing vehicle with a 21st Century platform for incident command. The ICU will act as a multi-functional command centre in order to meet the Authority’s objectives and statutory duties to maintain operational functionality regardless of the circumstances. The Authority is seeking tender submissions which provide a high quality solution to their requirements in line with the Technical Specification. Innovation in design and service solutions are encouraged whilst also incorporating the Authority’s key requirements that the design and construction of the project will be affordable and represent excellent value for money. Given the technical requirements of this project, the Authority wishes to receive a joint/consortia bid comprising of a bodywork company along with an ICT provider. A 'free issue' chassis will be provided by GMFRS to the successful tendering organisations. Full details of the chassis/bodywork and ICT requirements can be found in the invitation to tender documentation. Whilst the authority invites joint bids with a lead bidder from a bodywork and an ICT provider, the authority recognises that it may receive bids on an individual basis for the bodywork and ICT elements. The authority intends to award separate contracts to each of the consortia organisations as part of the joint bid. In the event that inividual elements offer the authority value for money, then it reserves the right to award individual contracts for each element of the requirement, however the intention is to receive joint bids from consortia.
