The Sámi Parliament requests quotations for a general text-to-speech system for North Sámi. The system shall operate on Windows, MacOSX and Linux. The specifications are as follows:

- A general text-to-speech system for North Sámi for Windows;

- A general text-to-speech system for North Sámi for MacOSX;

- A general text-to-speech system for North Sámi for Linux.

The text-to-speech systems above should be available for three distinct user groups:

- Individual end users;

- Business users;

- Developers.

The assignment also involves the following points:

- Build installation and distribution packages for the different operating systems and the targeted user groups.

The Sámi Parliament is carrying out the project in collaboration with the University of Tromsø (UiT), Faculty of Humanities, Social Sciences and Learning, Department of Linguistics, Divvun and Giellatekno groups. The Sámi Parliament is the contracting authority and responsible for the execution of the project, UiT will be responsible for the practical execution, text corpus, speech recordings and conversion to phonetic transcription, whereas the remaining technological work with the language will be carried out by the selected tenderer.
