Description:
“Receiving and landscaping of solid municipal waste from all inhabited properties located within the Dragacz Municipality together with the provision of facilities and bags for the collection of waste in 2022".

The subject of the contract includes the performance of a service within the municipality of Dragacz, consisting of:

1. the receipt and development of mixed and selectively collected municipal waste from property owners residing in the municipality of Dragacz;

2. the receipt and development of segregated municipal waste from the municipal waste collection point (PSZOK) at the municipal wastewater treatment plant in the Lower Group;

3. equipping the property with containers and bags used to collect mixed and segregated municipal waste and PSZOK with containers and containers;

4. to develop and provide the Ordering Party and the owners of inhabited property with a timetable for receiving waste and an educational leaflet, including instructions on how to segregate municipal waste and what waste into which container/bag should be dumped.

A detailed description of the item of the order is specified in the Order Terms Specification.

The subject of the contract includes the performance of a service within the municipality of Dragacz, consisting of:

1. the receipt and development of mixed and selectively collected municipal waste from property owners residing in the municipality of Dragacz;

2. the receipt and development of segregated municipal waste from the municipal waste collection point (PSZOK) at the municipal wastewater treatment plant in the Lower Group;

3. equipping the property with containers and bags used to collect mixed and segregated municipal waste and PSZOK with containers and containers;

4. to develop and provide the Ordering Party and the owners of inhabited property with a timetable for receiving waste and an educational leaflet, including instructions on how to segregate municipal waste and what waste into which container/bag should be dumped. The Contractor will receive and use directly from the property inhabited the following types of municipal waste:

1) unsegregated (mixed) municipal waste, 2) biowaste, 3) plastics, metals and multi-plant packaging, 4) glass waste, 5) paper and cardboard, 6) furniture waste and other large-sized waste (1 time a year), 7) consumed electrical and electronic equipment (1 time a year) in the year), 8) worn tyres (1 time a year). The Contractor will handle, receive and use the following waste from the Municipal Waste Selective Collection Point:

1) paper and cardboard, 2) metals, plastics, 3) multi-stock packaging waste,

4) glass, 5) biowaste, 6) hazardous waste, 7) expired drugs and chemicals,

8) waste not classified as household medical waste, as a result of intake of medicinal products by injection and monitoring of blood levels, in particular needles and syringes, (9) waste of textiles and clothing,

10) spent batteries and batteries, 11) used electrical and electronic equipment, 12) furniture and other large-sized waste, 13) construction and demolition waste, 14) spent tires. Estimated number of inhabitants — about 5600, including: 1) in single-family development — about 4030,

2) in multi-family buildings up to and including 7 units — approx. 350, 3) multi-family buildings over 7 premises — approximately 1200. Estimated number of inhabited properties:

1) single-family buildings — approx. 1580 (including number of composters - approx. 590), 2) multi-scale buildings up to and including 7 premises — approx. 24, 3) multi-scale buildings above 7 premises (Group) — approximately 17. The Contractor is obliged to achieve appropriate levels of recycling, preparation for reuse and recovery by other methods and limiting the mass of biodegradable municipal waste transferred to storage in accordance with applicable regulations.The Contractor will equip until 3.01.2022 all property owners residing in the necessary containers of capacity 120l, 240l, 1100l, which will meet the requirements laid down in the Regulation of the Minister of Climate and Environment of 10 May 2021 on how to selectively collect selected waste fractions (Journal of Laws item 906) and adapted to the requirements of the Rules of Procedure of Maintenance of Cleanliness and Orderance on the territory of the Municipality of Dragacz. The containers should be equipped with chips, a lockable flap and wheels to facilitate the movement of containers. The chips should be compatible with RFiD readers for container identification. The Contractor is obliged to assign (inventory) individual containers with chips to the given property.The Contractor will provide the property owners with additional containers, replace them with more capacity containers, and provide containers for new collection sites created in time of the contract - within 2 days from the date of the Contractor's request for the Contractor's email address. The Contractor shall deliver by 3.01.2022 in time of implementation of the contract to the Selective Collection of Municipal Waste (PSZOK) at the Municipal Wastewater Treatment Plant in the Lower Group of containers and containers where selectively collected waste will be collected. The containers should be aesthetically painted. The Contractor is required to monitor the obligation of selective collection of municipal waste by property owners. The Contractor shall be obliged to record the types and quantities of received municipal waste from inhabited properties from Dragacz Municipality and from the PSZOK in accordance with the provisions of the Act of 14 December 2012 on Waste (Journal of Laws of 2021 item item 779 as amended) .The Contractor shall transmit the received received mixed municipal waste to municipal installations in accordance with applicable law (including installations provided for replacement handling in case of municipal installation failure), while selectively collected municipal waste for waste recovery and disposal facilities, in accordance with the hierarchy of waste handling referred to in Article 17 and the principle of proximity referred to in Article 20 of the Waste Act of 14 December 2012. The Contractor is obliged to perform the service in/g of the framework schedule, not less often than specified in the Rules of Maintenance of Purity and Order in the territory of the municipality of Dragacz

The Contractor shall be obliged to develop and deliver to the Ordering Party, for approval, a timetable for the export of waste and an educational leaflet, no later than 2 working days after the conclusion of the contract. The Contractor shall provide an approved timetable to property owners no later than 3.01.2022, together with an educational leaflet containing information on how municipal waste should be segregated (what waste, what container, bag, etc.). The Contractor is obliged to carry out the order using equipment required by the Regulation of the Minister of the Environment on specific requirements for receiving municipal waste from property owners. The Contractor shall be obliged to provide the Ordering Authority in electronic version monthly reports containing information about containers made available to property owners as at the end of each month. The Contractor is obliged to provide the Ordering Authority with reports during periods consistent with the applicable provisions of the Law on Maintenance of Order and Purity in Municipalities (i.e., Journal of Laws of 2021, item 888).

The Contractor shall be obliged to provide the Contracting Authority with the necessary information to produce a report. The Contractor is also obliged to submit other information on the collection, disposal and segregation of waste to the Contracting Authority if other reports on waste management are required during the execution of the contract on the Contracting Authority. This applies only to the information in possession, which will be the Contractor, not the Ordering Party. The Contractor is obliged to carry out the object of the contract taking into account the provisions of the Act of 14 December 2012 on Waste (i.e. Journal of Laws of 2021, item 779, as amended), the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the reception of waste municipal property owners (Journal of Laws 2013 item 122), Regulation of the Minister of the Environment of 16 June 2009 on occupational health and safety in the management of municipal waste (Journal of Laws of 2009 No. 104, item 868).
