The Research Council of Norway has several financing schemes that shall simulate cooperation between businesses and research institutions in research and development activities. These means have a unique organisation and give different incentives for such cooperation. The Research Council of Norway would like to carry out a comparative study of how public financing of industrial research and development is arranged in different European countries and how the government support rules are dealt with in this type of financing.
