The subject of the contract is the collection and management (recovery or disposal) of municipal waste collected from the owners of properties where residents live and from the owners of summer houses or other real estate used for recreational and leisure purposes from the area of the Łapsze Niżne Municipality from the following towns: Falsztyn, Frydman, Niedzica-Zamek, Niedzica, Kacwin, Łapsze Niżne, Łapsze Wyżne, Łapszanka and Trybsz in the period from 1 January 2024 to 31 December 2024.
I. Subject of the order
1. The subject of the contract is the collection and management (recovery or neutralization) of municipal waste collected from the owners of properties where residents live and from the owners of summer cottages or other real estate used for recreational and leisure purposes from the area of the Łapsze Niżne Municipality from the following towns: Falsztyn, Frydman, Niedzica-Zamek, Niedzica, Kacwin, Łapsze Niżne, Łapsze Wyżne, Łapszanka and Trybsz in the period from 1 January 2024 to 31 December 2024. , in a way that ensures the achievement of levels of preparation for re-use and recycling of municipal waste and the reduction of the mass of biodegradable municipal waste sent to landfill in accordance with the provisions of the Act of 13 September 1996 on Maintaining Cleanliness and Order in Municipalities (Journal of Laws of 2023, item 1469) and the currently applicable implementing acts to the above Act, in particular the Regulation of the Minister of the Environment of 15 December 2017 on levels of reduction in the mass of biodegradable municipal waste sent to landfill and the method of calculating the level of reduction in the mass of this waste (Journal of Laws of 2017, item 2412), Regulation of the Minister of Climate and Environment of 3 August 2021
on the method of calculating the levels of preparation for reuse and recycling of municipal waste (Journal of Laws of 2021, item 1530) and the provisions of the current Provincial Waste Management Plan for the Małopolska Region.
2. The provisions of the Detailed Description of the Subject of the Contract shall also apply to construction and demolition waste from households, to the
with which, in accordance with Article 1b(2) of the Act on Maintaining Cleanliness and Order in Municipalities, the provisions on the management of municipal waste apply.
3. The subject matter of the agreement does not cover the collection of municipal waste from properties where there are no residents and municipal waste is generated (e.g. business entities and institutions).
II. Scope of services and frequency of municipal waste disposal
1. The scope of the contract includes the collection of municipal waste from the owners of properties where residents live and from the owners of summer cottages or other properties used for recreation and leisure purposes, the transport of the collected waste to the places of segregation, recovery and disposal, and the transfer of the collected municipal waste and management in the installation, in accordance with the hierarchy of procedures
with waste.
2. The Contractor will provide a comprehensive service in the field of collection and management of non-segregated (mixed) municipal waste and collected waste
in a selective manner from the area of the Łapsze Niżne Commune, ensuring the achievement of appropriate levels of preparation for re-use and recycling of municipal waste in accordance with
with the Act on Maintaining Cleanliness and Order in Municipalities (i.e. Journal of Laws of 2023, item 1469) and limiting the mass of biodegradable municipal waste sent to landfill in accordance with the above-mentioned Act and the implementing regulations to this Act.
3. In the area of the Łapsze Niżne Commune, there is a bag-container system for the collection of municipal waste. Delivery of bags and containers is not included in the order. The contractor will not be responsible for equipping property owners with containers/bags for non-segregated (mixed) municipal waste and bags for segregated waste. Equipping residential properties with containers designed for the collection of unsegregated (mixed) municipal waste is the sole responsibility of the property owners.
4. Marking bags and containers with barcodes will be the responsibility of property owners.
5. Barcodes are provided to property owners by the Ordering Party.
