The Health Data Network is a jointly publicly closed and secured network for data communication in the Danish health sector for both public and private parties. The health data network connects local, secured networks in a common infrastructure via the Health Data Network Hub (SDX). The Health Data Network provides digital support to operators of essential healthcare services covered by the current Network and Information Security Act for domain name systems and certain digital services (NIS) and the upcoming NIS2 Act. Today, the health data network consists of data lines and active network equipment. In addition, there are a number of support systems for the Health Data Network, including the agreement system, in which parties connected to the Health Data Network exhibit services and enter into agreements on access to exhibited services.
This tender concerns a transformation of the existing network into an SD-WAN infrastructure that will be able to function on the data lines that the connected parties have already acquired, whereby the Health Data Network will appear to the connected parties as an encrypted, fully meshed, virtual network based on network components purchased as part of the delivery. The SD-WAN infrastructure must be able to function in conjunction with the contract system in order to transport data in accordance with the agreements entered into herein by the connected parties. The contract system is not part of this tender. The SD-WAN infrastructure must be able to support connected parties' access to have an overview of the operating condition of the services offered as well as the traffic on their own agreements. As SPOC, the supplier must be able to see through the overall network picture and help solve any errors in the Health Data Network quickly in collaboration with both connected parties, their network providers, the agreement system provider and MedCom.
The supplier must also be able to provide qualitative support quickly for the connected parties' IT functions and also be ready for an educational support if an end user should contact the SPOC.
The supplier must be able to take responsibility for migrating all connected parties to the new network in accordance with the overall schedule and, during the same period, being able to handle new connections smoothly and quickly with robust deliveries of the necessary network equipment.
The service must be provided in compliance with the requirements of ISO 27001 or equivalent.
