Invitation to tender for the proper transport and treatment of hazardous waste

The acquisition concerns the removal of liquid hazardous waste from the property, its final treatment and the related legal documents, incl. preparation of waste shipment documents and final report.

Object and acquisition

The background is that the ELY Center has become aware that the property located in Kärkölä has liquid hazardous waste generated in the operation of a hot-dip galvanizing plant in IBC containers in two (2) storage facilities.

Identifying information about the target property (address and property code) may be provided, if necessary, for the submission of a tender. The tenderer must submit the request by e-mail to jonna.lahdelma@ely-keskus.fi

Amount of waste covered by the service

The storage facilities are estimated to contain a total of about 800 IBCs with a capacity of 1,000 liters, the exact contents of which are not known. The containers have been tightly stored on top of each other in two (2) layers, so observing the containers has been challenging. The containers are IBCs with a plastic inner container inside the metal frame. Some IBCs do not have lids and a few of the containers have been in poor condition. Not all containers have been marked with the validity of the IBC of the containers.

The markings used to identify the containers and tanks are variegated and partly incomplete and cannot be used to ascertain the true contents of the containers. The containers are likely to contain baths used in the operation of the hot-dip galvanizing plant, such as hydrochloric acid solutions, fluxes and acid degreasing solution (Gardadic). Quantitative data are estimates as environmental authorities have not been able to investigate the halls in their entirety. Quantity information is not binding on the contracting entity.

Practical implementation of the service

Inadequate control of leaks in the acquiree's storage facilities requires immediate action to deliver waste away from the property. When containers break, the risk of chemical leakage into the soil below the halls and also outside the building is obvious.

According to the findings, the waste is on top of concrete casting and / or soil. Particular care must therefore be taken when transporting and transporting waste. Leak management and environmental risks must be taken into account when dismantling, loading and transporting waste. The premises must be protected during unloading and loading and any leaks must be prevented from entering the structures of the property or outside the property.

Leak management must be arranged in the treatment areas. Any containers that are in poor condition and in violation of the transport regulations must be repacked in packaging or containers in accordance with the transport regulations. Containers in good condition, on the other hand, are not exchanged.

The service must include sampling and analysis to the extent required for the proper organization of waste management. If sampling is performed, the Service Provider must provide information on the samples from which the samples were taken and the analyzes performed, as well as analysis certificates to the ELY Center in connection with the report. The sampler must be certified and an accredited laboratory must be used to analyze the samples.

Schedule of the service to be procured

The service described above must be completed as soon as possible. Waste must be removed from the above-mentioned property for proper storage as soon as possible. The tenderer undertakes to comply with the timetable indicated in the tender and this will also be recorded in the contract. The contract will include conditions in case of service delay.

Proper disposal or recovery of waste must be arranged without delay in accordance with the environmental permit of the treatment plant. Waste may only be stored and treated in a place where the environmental permit allows such activities. The waste must be disposed of in an appropriate manner at the place and on the schedule indicated by the tenderer in the tender form.
