The subject of the contract is the supply of 3 electric buses. Task name: "Delivery of electric buses for the municipality of Polkowice", the implementation of which will be financed from the budget task: "Purchase of electric buses along with the construction of the necessary infrastructure for their charging by the Municipality of Polkowice" - Task co-financed and implemented under the program of the National Fund for Environmental Protection and Water Management entitled "Zero-emission transport Green public transport" recorded in the WPF of the Municipality of Polkowice for the years 2021 - 2024.
Detailed description of the subject of the order and requirements for buses, terms of the contract, warranty period, payment terms, etc. are specified in the model agreement attached to the SWZ together with attachments.
The Contractor is obliged to provide the Contracting entity with [the object of delivery]:
1) 3 city buses with 100% electric drive, brand new, identical, manufactured by one manufacturer not earlier than in 2023 and not in operation, with a charger built into the bus (Plug-In traction inverter), allowing charging the Plug-In bus from any standard 63A socket / with an external charger, equipped in accordance with the requirements of the Ordering Party.
2) necessary software, equipment and specialized tools necessary to perform repairs of buses in accordance with the authorization,
3) necessary hardware and software to perform diagnostics in accordance with the authorization, along with licenses and updates, valid for a 3-year full truck warranty,
4) delivered buses must be marked, by wrapping, with the logo of the Municipality of Polkowice in accordance with the applicable Visual Identification System of the Municipality of Polkowice.
The logo of the Municipality of Polkowice, in accordance with the SIW of the Municipality of Polkowice, should be placed on both sides and at the back of each delivered vehicle.
The Contractor undertakes to deliver the buses to the place indicated by the Ordering Party located in the municipality of Polkowice at its own expense and risk. Until the final acceptance of the buses, vehicle insurance is at the expense of the Contractor.
Activities related to the registration of delivered vehicles will be carried out at the Ordering Party's own expense. In the event of refusal to register and refusal to allow the delivered vehicles to be put into service or in the event that the cost of this registration increases above the cost of standard registration of buses [resulting from the provisions indicated in the SWZ], the Contractor shall bear both all costs related to the adaptation of delivered buses to Polish standards and requirements in accordance with Polish approval regulations, EU approval regulations and the Road Traffic Law in force in the Republic of Poland, as well as the total costs over the amount of standard costs when registering buses.
The delivered buses must be technically efficient and meet all the conditions set out in the applicable regulations.
Detailed information is indicated in the SWZ.
At the moment of delivery of the buses, the Contractor shall train at its own expense at the headquarters of the Contracting Authority drivers indicated by the Contracting Authority in the basic operation and use of the bus and techniques of economical driving, and will launch and present the functionality of all systems available on buses on the day of receipt.
The Contractor shall train at its own expense at the headquarters of the Contracting Authority min. 2 persons in the scope of: technical maintenance, repairs of delivered buses, warranty and post-warranty repairs, vehicle diagnostics during the operation of the bus, within 14 days from the date of final acceptance of the subject of the contract.
In order to confirm that the offered supplies meet the requirements specified by the contracting authority, the contracting authority requires the submission of the said means of proof together with the offer in the form of the following documents:
a) specification of the offered bus, in order to confirm that the offered buses meet the requirements specified by the Ordering Party. (drawn up according to Appendix no. 9 to SWZ – Appendix no. 1 to the model contract – Detailed description of buses);
b) to confirm the amount of fuel consumption, a document confirming the results obtained from the test carried out according to the SORT2 methodology for the offered buses should be submitted, reflecting the operating conditions occurring for a typical urban route, ensuring repeatability and comparability of fuel consumption measurement results in public transport buses.
The contractor may present a document confirming the energy consumption of a bus of a different size (length), but from the same type (i.e. the same type of bus, with the same equipment, regardless of the length of the vehicle).
The contracting authority allows for the possibility of supplementing the evidence in question on the basis of Article 107(2) of the PPL.
