The contracting authority and contracting party is Indigo IKT IKS, an intermunicipal company owned by the municipalities of Hamar, Løten, Stange, Nord-Odal, Sør-Odal, Kongsvinger and Grue.

The goals for the systems will be
- Safety, independence, and mastering for all inhabitants
- Focus on prevention and rehabilitation
- Contribute to enabling the municipalities to meet tomorrow's health and care challenges, and to use available resources in the best possible way.
Indigo IKT has identified a need welfare technology systems within areas such as feeling safe, warnings, mastering, and activation technology.
The framework agreement will include equipment, software, licences, installation, consultancy services, training, support, operation and maintenance that is necessary to fulfil the purpose of the procurement.
The contracting authority requires great flexibility in the selection of equipment and products based on the needs of the individual service recipient. It is therefore preferable to have a variety of equipment and sensors, preferably several with similar and comparable functionality.
Equipment and products will be used in institutions as well as in municipal and private homes. Recognisable technology across housing types is preferred.
The contracting authority would like to see the overall perspective and the wide range of the Tenderer's product catalogue in response to the different requirements and needs.
The contracting authority will procure four main categories of welfare technology. These are:
1) Active aids
2) Passive warnings
3) Access inspections
4) Medicines support
The contracting authority currently has a core welfare technology system (Sensio Care Platform). It is important to the Contracting Authority to come as close as possible to the objective of a fully integrated system and that the services provided under this Framework Agreement (Welfare Technology Equipment and Services) are as integrable as possible with the Sensio Care Platform.
