The subject of the contract is the collection and management of solid municipal waste from owners of resident real estate located in the commune of the city of Chełmża from 1.1.2020 to 31.12.2022, and equipping these real estate with containers and bags for the selective collection of municipal waste. The Contractor's duties include equipment and operation of the Selective Municipal Waste Collection Point in the abovementioned period, as well as disposing of the land for the said Point, in accordance with applicable law. A detailed description of the subject of the contract and works / activities, which is also the basis for the implementation of the subject of the contract, is included in the Annexes to the Specification of the Essential Terms of the Contract, in particular: Description of the subject of the contract.

The subject of the contract is the collection and management of solid municipal waste from the owners of residential properties located in the commune of the city of Chełmża from 1.1.2020 to 31.12.2022 and to equip these properties with containers for the selective collection of municipal waste. The Contractor's duties include equipping and operating the Selective Municipal Waste Collection Point (in the abovementioned period), as well as disposing of the area for the Point, in accordance with applicable law. The Contractor during the implementation of the subject of the contract will be required to achieve appropriate levels of recycling (in relation to the amount of municipal waste actually received), preparation for re-use and recovery by other methods and to reduce the mass of biodegradable municipal waste transferred to the storage of art. 3b paragraph 1 and 2, art. 3c, art. 9g of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2019, item 2010) and regulations [referred to in point 2.25. items 10 and 12 of this Annex - Description of the subject of the contract], i.e. by the ordinance of the Minister of the Environment of 14.12.2016. on the levels of recycling, preparation for reuse and recovery of other fractions of municipal waste by other methods (Journal of Laws of 2016, item 2167) and the Regulation of the Minister of the Environment of 15.12.2017 on the levels of reducing the mass of biodegradable municipal waste transferred for storage and the method of calculating the level of mass reduction of this waste (Journal of Laws of 2017, item 2412). During the period of the contract, the Contractor will be required to equip, free of charge, real estate subject to the contract with containers for segregation (storage) of municipal waste - mixed and segregated (on the terms set out in the Specification of Essential Terms of the Contract with attachments). Collection and removal of municipal waste will be carried out by the Contractor with the frequency and on the principles set out in: draft resolution of the City Council of Chełmża regarding the detailed method and scope of providing services in the field of collecting municipal waste from property owners and managing this waste in exchange for a fee paid by the owner of the property municipal waste management and in accordance with draft regulations for maintaining cleanliness and order in municipalities in force during the contract period. The Contractor will collect the collected municipal waste to the Municipal Installations indicated in the Waste Management Plan of the Kuyavian-Pomeranian Voivodeship for the years 2016–2022 with the perspective for 2023–2028, in force during the implementation of the subject of the contract.
