This contract is a supply contract in the form of a framework agreement for the supply of protective equipment for the head and face, in accordance with the terms and conditions of these special specifications.

The contracting authority is part of a sustainable public procurement approach. The execution of this contract must therefore be carried out in accordance with ethical and environmental concerns.

The framework agreement is concluded for the benefit of the following user entities:

- The services of the Walloon Region (hereinafter referred to as the SPW) whose administrations are located in various places in the Walloon Region and Brussels-Capital Region;

- bodies directly dependent on them (e.g. SEPAC, C.I.F.,...). The list of these bodies is given in the annex to the special specifications;

- Walloon ministerial cabinets;

- Bodies under agreement with the Walloon Region, that is to say contracting authorities (towns and municipalities, CPAS, inter-municipal and public bodies mainly) located in the Walloon Region, which have signed with it an agreement of membership of the central purchasing body, which have expressed their interest in the context of this procedure and which have communicated their needs. The list of these contracted bodies is given in the annex to this Special Specification.
