1. The subject of the contract is the service of maintaining order and cleanliness on roads, bicycle paths, pavements, bus stops, green areas and park alleys, along with the maintenance of greenery in the areas managed and administered by the Municipal Infrastructure Board in Słupsk.

2. A detailed description of the subject of the contract can be found in the annexes to the SWZ.

3. The Contracting Authority requires that the vehicles used to provide the service meet the requirements set out in Article 68(3) of the Act of 11 January 2018 on electromobility and alternative fuels.

4. The requirements related to the performance of the contract in terms of employment by the contractor or subcontractor on the basis of an employment relationship of persons performing the activities indicated by the contracting authority are described in the Terms of Reference and the model agreement.

1. Ongoing summer and winter maintenance of order and cleanliness consisting of:

a) in the summer, manual and mechanical cleaning of pavements, paved and unpaved alleys, street bands, bicycle paths, stairs and removal of loose waste, m.in. animal excrement, sand, mud, debris, concrete, grasses, leaves, all lying branches and branches, oil, plastic packaging, cigarette butts, paper, glass, "banners", car tires, road collision residues, removal of dead animals and other rubbish and obstacles threatening the safety of vehicular and pedestrian traffic from green areas (lawns, clusters of shrubs, shrubs, perennials, ornamental grasses, hedges, roses, bowls by trees) and the disposal of pollutants to the place development in accordance with land maintenance standards,

(b) in winter, mitigation of the effects of winter slipperiness together with the maintenance of winter ambulance,

c) emptying street bins, park bins, bus stop bins and waste segregation bins along with replacing the bag with the disposal of pollutants to the place of management,

d) raking and clearing weeds from pavements, paved and unpaved alleys, street bands, bicycle paths, stairs, street barriers, road signs, street lamps and bus stops, along with cleaning curbs and removing pollutants to the place of development,

e) mowing lawns along with raking the swath and transporting the grass clippings to the place of development,

f) raking leaves from lawns, including clusters of shrubs, shrubs, perennials, ornamental grasses, hedges, roses, bowls by trees, along with their removal to the place of development,

g) removal of advertisements and announcements from trees, lighting poles, benches, baskets and other elements of small architecture,

h) ongoing summer and winter maintenance of public transport stops according to cleaning standards,

i) after the end of the winter period or at the request of the Contracting Authority, the Contractor will be obliged to clean pavements, paved and unpaved alleys, street bands, bicycle paths, stairs, bus stops from the material used to remove winter slipperiness in accordance with the time indicated in the Maintenance Standards,

j) weeding clusters of shrubs, shrubs, perennials, ornamental grasses, hedges and rosaries, along with the removal of pollutants to the place of development,

k) trimming of hedges with removal of dry shoots and removal of pollutants to the place of management,

l) pruning shrubs, shrubs, perennials, ornamental grasses and rosaries, along with the removal of dry shoots and removal of impurities to the place of management,

m) weeding of bowls by trees along with the removal of pollutants to the place of management,

n) removal of suckers from the tree trunk and root neck along with the removal of impurities to the place of management,

o) removal of branches and limbs from the crowns of trees limiting the road gauge, covering road signs, traffic lights, as well as broken and damaged along with the removal of pollutants to the place of development,

p) cleaning benches, street, park, bus stop bins and waste segregation bins and other elements of small architecture, including obelisks, bicycle racks, handrails, balustrades, signs, etc.

2. Maintenance of pavements, paved and unpaved alleys, street bands, bicycle paths, stairs, greenery (lawns, shrubs, shrubs, perennials, ornamental grasses, hedges and roses), bus stops – will be carried out in accordance with the standards adopted by the Ordering Party. The summer period is considered to be the period from 15 April to 14 November of each contract year. The remaining period is treated as a winter period. When there are no winter weather phenomena (m.in. black ice, snow cover, snowfall), the Contractor is obliged to maintain the areas covered by the contract as in the summer.

e) sweeping, including steps and risers of the underground passage at Anna Łajming Street, along with the collection of pollutants and transport to the place of development in the summer,

f) cleaning the underpass at Anny Łajming Street, including steps, risers and balustrade, ceiling and roof of the passage,

g) raking and cleaning weeds from pavements, paved and unpaved alleys, street bands, bicycle paths, stairs, street barriers, road signs, street lamps and bus stops, along with cleaning curbs and transporting pollutants to the place of development,

h) mowing lawns along with raking the swath and transporting the grass clippings to the place of development,

i) raking leaves from lawns, including clusters of shrubs, shrubs, perennials, ornamental grasses, hedges, roses, bowls and trellises by trees, along with their removal to the place of management,

j) removal of advertisements and announcements from trees, lighting poles, benches, baskets and other elements of small architecture,

k) ongoing summer and winter maintenance of public transport stops according to cleaning standards,

l) after the end of the winter period or at the request of the Contracting Authority, the Contractor will be obliged to clean pavements, paved and unpaved alleys, street bands, bicycle paths, stairs, bus stops from the material used to remove winter slipperiness in accordance with the time indicated in the Maintenance Standards,

m) weeding clusters of shrubs, shrubs, perennials, ornamental grasses, hedges and rosaries, along with the removal of pollutants to the place of management,

n) trimming of hedges along with the removal of dry shoots and removal of impurities to the place of management,

o) pruning shrubs, shrubs, perennials, ornamental grasses and rosaries, along with the removal of dry shoots and the removal of impurities to the place of management,

j) weeding clusters of shrubs, shrubs, perennials, ornamental grasses, hedges and rosaries, along with the removal of pollutants to the place of development,

k) trimming of hedges with removal of dry shoots and removal of pollutants to the place of management,

l) pruning shrubs, shrubs, perennials, ornamental grasses and rosaries, along with the removal of dry shoots and removal of impurities to the place of management,

m) weeding of bowls by trees along with the removal of pollutants to the place of management,

n) removal of suckers from the tree trunk and root neck along with the removal of impurities to the place of management,

o) removal of branches and limbs from the crowns of trees limiting the road gauge, covering road signs, traffic lights, as well as broken and damaged along with the removal of pollutants to the place of development,

p) cleaning benches, street, park, bus stop bins and waste segregation bins and other elements of small architecture, including obelisks, bicycle racks, handrails, balustrades, signs, etc.

d) raking and cleaning pavements, paved and unpaved alleys, bicycle paths, stairs from weeds, along with cleaning curbs and transporting pollutants to the place of development,

e) mowing lawns and flower meadows along with raking the swath and transporting the mowed grass to the place of development,

f) raking leaves from lawns, including clusters of shrubs, shrubs, perennials, ornamental grasses, hedges, roses, bowls by trees, along with their removal to the place of development,

g) removal of advertisements and notices from trees, light poles, benches, baskets and other elements of street furniture.

h) after the end of the winter period or at the request of the Contracting Authority, the Contractor will be obliged to clean pavements, paved and unpaved alleys, bicycle paths, stairs, from the material used to remove winter slipperiness in accordance with the time indicated in the Maintenance Standards,

i) weeding clusters of shrubs, shrubs, perennials, ornamental grasses, hedges and rosaries, along with the removal of pollutants to the place of management,

j) trimming of hedges along with the removal of dry shoots and removal of pollutants to the place of management,

k) pruning shrubs, shrubs, perennials, ornamental grasses and rosaries along with the removal of dry shoots and removal of impurities to the place of management,

l) weeding of bowls near trees along with the removal of pollutants to the place of management,

m) removal of suckers from the tree trunk and root neck along with the removal of impurities to the place of management,

n) removal of branches and limbs from the crowns of trees growing too low above the alleys, hindering free passage or cycling, as well as broken and damaged along with the removal of pollutants to the place of development,

o) cleaning benches, park bins and waste segregation bins, footbridges, platforms, stone surfaces and other elements of small architecture, including obelisks, bicycle racks, handrails and balustrades, barriers, glass surfaces, street furniture, hammocks, signs, etc.

2. Maintenance of pavements, paved and unpaved alleys, bicycle paths, stairs, greenery (lawns, clusters of shrubs, shrubs, perennials, ornamental grasses, hedges and roses) – will be carried out in accordance with the standards adopted by the Ordering Party. a) in the summer, manual and mechanical cleaning of roadways, parking lots, bridges, viaducts, bicycle paths, bus bays, safety asylums, dividing islands along with the removal of loose waste, animal manure, sand, mud, debris, loose concrete, grasses, leaves, all lying branches and limbs, oil, plastic packaging, cigarette butts, paper, glass, "banners", car tires, road collision residues, removal of dead animals, and other impurities and obstacles threatening the safety of road traffic along with the disposal of pollutants to the place of management,

b) deweed removal of roadways, parking lots, bridges, viaducts, bicycle paths, bus bays, safety refuges, dividing islands along with cleaning of curbs and removal of pollutants to the place of development

c) in winter, mitigating the effects of winter slipperiness along with maintaining winter alert,

d) forging drain grates in winter,

e) pouring of asphalt roadways during high temperatures,

f) after the end of the winter period or at the request of the Contracting Authority, the Contractor will be obliged to clean roadways, parking lots, bridges, viaducts, bus bays, safety refuges, dividing islands from the material used to remove winter slipperiness in accordance with the time indicated in the Maintenance Standards.

2. Maintenance of roadways, parking lots, bridges, viaducts, bus bays, safety asylums, dividing islands – will be carried out in accordance with the standards adopted by the Contracting Authority. The summer period is considered to be the period from 15 April to 14 November of each contract year. The remaining period is treated as a winter period. When there are no winter weather phenomena (m.in. black ice, snow cover, snowfall), the Contractor is obliged to maintain the areas covered by the contract as in the summer.
