Port of Amsterdam and the province of Noord-Holland want to purchase an odor monitoring network that should be able to track down sources and supply data:
- from odor nuisance that occurs in and around the North Sea Canal area (hereinafter: NZK area). This includes gasoline, kerosene, waste, coffee, soy, sulfur, rubber, tar, cocoa, cake, ammonia / ammonia, fertilizers and benzene-containing odors for moving and stationary objects,
- of substances that can cause dangerous situations, for example in the event of an escape of a dangerous gas or a plume of smoke from a fire,
- To monitor the ban on sailing degassing for supervision and enforcement. To this end, the network can detect benzene-containing products, preferably more than 10% LEL.
Scope:
The scope of the odor monitoring network should include:
- data on 1) nuisance odors and 2) degassing while sailing and hazardous substances in the North Sea Canal and
Amsterdam-Rhine Canal area (with the possibility of expanding other locations);
- Analyzes of the above data combined with odor complaints,
- Analysis tools (so that at least OD NZKG can monitor and analyze) for source identification,
- Possibilities to offer Reports (this will be in collaboration with the OD NZKG),
- Maintenance / facilitation of sensors and equipment for the data and source identification,
- Possibility to further develop source indication in combination with odor complaints,
- Possibility to give advice and give presentations.
Desired situation:
In the desired situation, an odor monitoring network is provided that generates data to be able to anticipate and enforce odor nuisance in and around the North Sea Canal area more quickly. 'Data' is further elaborated in the Schedule of Requirements. It is expected that 99 sensors will need to be installed and maintained by the Contractor in the project area in order to generate data. The sensors are rented and remain the property of the Contractor. The OD NZK uses the data and monitors it.
