The subject of this contract is the implementation of the service of collecting municipal waste from owners of real estate residing in the municipality of Drzycim and from the selective municipal waste collection point, as well as their management.
A detailed description of the subject of the contract is presented in a separate Annex No. 1 to the SWZ entitled "Detailed Description of the Subject of the Contract".
The Contractor will be obliged to collect waste from the area of real estate located in the Drzycim Commune located by the strict development of the village (the so-called construction), several dozen to several hundred meters away from the main roads, to which dirt roads lead, mostly unimproved with any material (the Ordering Party has no information about the number of properties in question). Constructions occur mainly within the villages: Sierosław, Gacki, Gródek. Part of the roads on which the properties are located are dirt roads, not improved with any material or partially improved, mainly the so-called trail. Apart from cadastral maps issued by the Poviat Starosty in Świecie, the Contracting Authority does not have maps with the location of roads and buildings.
During the implementation of the service, it is possible to change addresses, the number of serviced properties. Changes may concern both a reduction and an increase in the number of properties based on information submitted by property owners in declarations (corrections or new declarations) on the amount of the fee for waste management. These changes will not affect the change in the amount of the Contractor's remuneration.
During the implementation of the contract, an increase in the number of residents covered by the waste collection and management system is expected by no more than 10%.
The subject of the contract is the collection and management (recovery or disposal) of municipal waste indicated in the contract description
from real estate located in the Drzycim Commune, where residents live, in a manner ensuring the achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and reduction of the weight of municipal biodegradation waste transferred to landfill, in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2023, item 1469) together with executive regulations and Resolution No. XXII/545/17 of the Kujawsko-Pomorskie Regional Assembly of 29 May 2017 on the adoption of the Waste Management Plan of the Kujawsko Pomorskie Voivodship for the years 2016-2022 with a perspective for the years 2023-2028 and Resolution No. XIV/93/2020 of 17 April 2020 of the Drzycim Commune Council regarding the adoption of the regulations for maintaining cleanliness and order in the Drzycim Commune and Resolution No. XIX/150/2020 of the Drzycim Commune Council of 15 December 2020 on the detailed manner and scope of providing services in the scope of collecting municipal waste from property owners and managing this waste, in exchange for a fee paid by the property owner for municipal waste management, in particular the frequency of municipal waste collection from the property owner and the manner of providing services by selective municipal waste collection points (publication: Official Journal of the Kujawsko-Pomorskie Voivodship of 22 December 2020, item 6583). The total weight of waste to be collected and managed from the municipality from residential properties and PSZOK: 1229.28 Mg determined on the basis of data from 2022 and taking into account the increase in the amount by approx. 5%.
