BIM Berliner Immobilienmanagement GmbH manages a wide range of assets on behalf of the state of Berlin. The client seeks to award a framework contract for services in structural engineering. Provision of basic services in accordance with service phases 1-6 of HOAI 2021 Part 4 Section 1 as a timecard or based on the eligible costs.
Lot 1 - Category T1BIM GmbH manages the municipal properties of the state of Berlin as well as other properties listed under I.1). As part of this administration, there is a regular need for procurement with regard to various services of structural engineering according to § 51 HOAI. BIM will conclude a framework agreement with suitable companies to cover the requirements arising on the specified contract period. In order to give small and medium-sized companies in particular the opportunity to participate, the procurement requirements are divided into two lots.
BIM GmbH will determine the framework contract partners based on their suitability. If there are more suitable bidders for one lot or both lots than the maximum intended framework contract partners, they will be evaluated according to the “rating martrix TWP” (see application documents) and accepted according to the ranking of the score achieved until the maximum number of planned framework contractual partners is reached. If points are equal, the lot decides.
The individual retrieval is based on the criteria of § 21 VgV. The details are regulated in the framework contract, which is part of the award documents.
The fee due to the framework contractual partners for the execution of their services is based on the HOAI fee tables or as a time fee based on the framework contract. BIM GmbH makes hourly rates binding. The competition is therefore exclusively based on non-price criteria. If the individual retrieval requires activities whose parameters are not regulated in the framework contract, BIM GmbH will either make these parameters mandatory or determine them as part of the new procurement procedure.
