Framework Agreement on the Leasing of Temporary Workers for the Public Housing Promotion of NRW. BANK

1. The subject matter of this invitation to tender is a framework agreement on the temporary assignment of temporary agency workers by the temporary agency to the user company as the user provider in the field of public housing promotion on the basis of the Temporary Employment Act in its current version.

2. The user company shall call up the individual orders based on this framework agreement (person-days of temporary agency workers) by means of a unilateral declaration in writing. Within the specified instalments, up to 5 temporary workers may be called up at the same time, who must be available for the execution of the respective individual order within two weeks of call-off at the latest. In this respect, the discretion lies with the borrower.

3. The temporary workers will be deployed in two tranches, namely from 01.11.2023 to 30.06.2024 ("Tranche 1") and from 01.11.2024 to 30.06.2025 ("Tranche 2"). In the event of an extension of the framework agreement, a third tranche will follow from 01.11.2025 to 30.06.2026. Outside of these tranches, there will be no individual call-offs.

4. The timely execution of the performance of the services with the qualifications and experience promised in the offer is an essential basis of the framework agreement.

5. The estimated quantity purchased is 2,154 person-days (7.6 hours each). A binding maximum purchase limit of 2440 person-days is set (information relating to the maximum duration of the framework agreement, including all envisaged extension options).
