HELORA PROJECT

Design and construction of five new hospital complexes as part of the integration of the JOLIMONT HOSPITAL POLE and the AMBROISE PARE CHU, with particular attention to the articulation of existing assets that can be preserved and new constructions.

POLE HOSPITALIER JOLIMONT and CHU AMBROISE PARÉ have decided to join forces within the HELORA ASBL to which their hospital activities will be transferred at the beginning of 2023. The aim of the HELORA network is to design and then build several hospitals on 5 sites, as specified in point 1.2.5. of the contract notice.

Thus, the subject of this contract relates to the designation of a project author (multidisciplinary design offices bringing together architects, stability engineers, special technical engineers, PEB manager, BIM Manager and Security-Health Coordinator) who will have for mission:

- initially (firm mission — tranche 1), to plan, design, coordinate the project, study, develop and obtain all the permits required for the construction (with, for the Warquignies site, the need to pay particular attention to the articulation of existing assets likely to be preserved with the new construction) of the five new hospitals in HELORA;

- if necessary, in a second step (strictly conditional assignment — phase 2) to supervise the implementation and monitoring of the execution of the corresponding site (s) with a dedicated team of specialized subcontractors, in charge of this “execution of permits obtained” part of the mission.

As the PA is in no way a real estate and construction professional, this contract is designed as necessarily having to include all the services required so that ultimately the Contracting Authority has, within the agreed contractual deadlines, 5 new reference hospitals, in line with the standards and aspirations of the 21st century. in terms of quality of care, well-being at work, sustainability, patient reception and integration into their existing environment.

The main objective of the Contracting Authority, to which particular attention will therefore be paid by it in the examination of future tenders and the creativity that will emerge from them, is to design 5 standardised hospital sites to the maximum of their possibilities, despite the inevitable differences (certain specific services, number of beds, configuration of the premises, existing surrounding buildings, etc.) that will remain between them. The objective of this standardization will be to set up a real “HELORA” repository, an easily recognizable “common core” that will allow all future users (patients, staff, visitors) to unequivocally identify a hospital site (and to orient themselves easily in the facilities) as part of this network, despite the differences that must remain between each site having regard, in particular, to the specificities of each place of performance of the said sites.
