The North West London Radiology Network (NWL) acting through Imperial College Healthcare NHS Trust (Authority) comprising of the following Trusts: London North West University Healthcare NHS Trust, Imperial College Healthcare NHS Trust, The Hillingdon Hospitals NHS Foundation Trust, Chelsea and Westminster NHS Foundation Trust, The Royal Marsden NHS Foundation Trust and Royal Brompton and Harefield NHS Foundation Trust).

The Framework Agreement will be for a period of 4 years with an option to extend for 1 year, from which contracts will be for a primary period of 4 years with option to extend e.g. 4 years + 3 years + 3 years, extension periods will be decided by the Trust via the Authority and maximum contract length will be for 10 years.

At the sole discretion of the participating organisation should no award be made the participating organisations will not be liable for any bid or aborted costs and reserve the right not to make any contractual award.

The NW London Radiology Network (The Network), consists of 6 Trusts; London North West University Healthcare NHS Trust, Imperial College Healthcare NHS Trust, The Hillingdon Hospitals NHS Foundation Trust, Chelsea and Westminster

NHS Foundation Trust, The Royal Marsden NHS Foundation Trust and Royal Brompton and Harefield NHS Foundation Trust.

The Network is seeking to procure a technology platform (The Service) which will enable a new sector-wide clinical and operating model. The Service will facilitate the development of a collaborative approach to imaging, reporting provision, training and research across the area. Making radiology images available across The Network will enable the more efficient use of resources, reduce clinical pathway times and increase clinical safety.

The Service: The Network is looking to procure a Cloud Hosted solution which connects existing and future radiology applications. It must use open standards to ensure the maximum flexibility in local systems in the future.

The Service must be:

— highly reliable (see the expected service measurements and defined service priorities),

— connect 12 existing instances of PACS and RIS applications,

— register and understand the patient information contained in those systems and then,

— make that information available to radiologists at any location within The Network.

It must also serve to facilitate intelligent planning of reporting capacity, add a robust and reliable method of alerting Users to critical requirements and bring cross-organisational resources together in Networked MDT meetings.

The Network understands that meeting the full Statement of Requirements may require development from a supplier and anticipate a phased approach to deployment, working with a supplier to engage clinical and administrative staff in a progressive rollout of functionality. Attention should be paid to the categorisation of requirements into Phase 1 (immediate deployment) and Phase 2 (secondary deployment).

Key Functional Goals: suppliers should present a solution which can help The Network to achieve the following:

Networked Working — Advancing Better Patient Care:

— access to a unified imaging record of current and historical images for all patients across the Network to support clinical decision making in enhanced reporting and MDT workflows,

— shared reporting responsibility across the Network to make best use of specialist capacity,

— real time communication across the Network to facilitate clinical decisions and reduce delays,

— management of clinical risk and care quality by implementing a clear alerting solution for key clinical pathways, critical and unexpected findings.

Cross-Network Efficiencies — Workforce and Equipment:

— radiology reporting which is not reliant on location and will allow for Radiologists to report on assigned cases from any location within the Network,

— assignment and management of worklists across The Network to provide an efficient insourcing model using all available resources,

— quick access to sub-speciality opinions and reporting groups,

— teaching and training opportunities across The Network.

Use of information to advance knowledge and practices:

— safe access to anonymised patient data to support clinical research via open standard platforms, enabling upload to national audit bodies,

— integrating clinical pathways — providing,

— use of patient and performance data to advance new ways of working, using AI and machine learning to advance research,

— analysis of performance data across the Network to enable efficient use of equipment and human resources.

NW London Radiology Network is a National pioneer and will be the first of its kind in the UK, supported by both NHS Improvement and NHS England.
