The Natural Resources Institute Finland (hereinafter "Luke") invites tenders for the provision of relocation services and employer's consulting services in accordance with this invitation to tender and its appendices. This is a joint procurement in which Luke carries out competitive tendering, but procurement contracts are formed on the basis of the tendering process with all contracting entities/organisations defined in this invitation to tender, which are the Natural Resources Institute Finland (Luke), the Finnish Environment Institute (Syke), the Finnish Meteorological Institute (IL) and the National Institute for Health and Welfare (THL).
The target of the procurement is relocation services for new employees from abroad and employees going on assignments abroad, so that they can more easily settle into the new organisation and environment and concentrate better on their work. In addition, the procurement includes the consultation required by the employer regarding the employer's obligations in international work situations. The services to be procured and their minimum requirements are described in more detail in this invitation to tender and its appendices 1–11.
The acquisition is divided into two subdivisions:
Section 1: Relocation Services
Section 2 Employer consultancy services
One Service Provider is selected for each area.
The purpose of the tendering process is to acquire a contract supplier for a contract period of two (2) years, after which it is possible to extend the contract period with a maximum of two option periods of one (1+1) year.
Each contracting entity/organisation concludes its own agreement with the selected Service Provider and can independently decide on the use of options in its own agreement.
Contracting entities shall not be obliged to purchase quantities.
