The Finnish Border Guard will put out to tender the joint procurement as a framework agreement for the winter docking and maintenance and repair work of professional official boats. The services are provided in the coastal area of Finland. The procurement is divided into four different service areas. The PTR authorities are the Police, Customs and the Border Guard.

Geographically, the invitation to tender concerns two sea and coastal areas in Finland. The first is the Gulf of Finland region and the second is the Archipelago and Bothnian Seas, as well as part of the Bothnian Bay area. The maritime territorial entities correspond to the administrative units of the Finnish Border Guard LSMV/Western Finland Coast Guard and SLMV/Gulf of Finland Coast Guard. A more detailed description of the regional division is presented in the excel appendix, with the following introduction.

The Act on Public Procurement and Concession Contracts (1397/2016) stipulates in the second paragraph of Section 2 of Chapter 1 of Part 1 that in order to reduce the number of administrative tasks related to procurement activities in public procurement tenders, contracting entities may make joint procurements or take advantage of other cooperation opportunities.

The Helsinki Police Department and Customs can join the framework agreement in the service areas of their choice, while the contracting entities' operational service area in the Gulf of Finland is SLMV 2/4. The reasons for the selection of the service area have been explained in the invitation to tender and the factors that may affect the choice of the service area after the publication of the invitation to tender. The aforementioned contracting entities enter into a framework agreement with the eligible and winning supplier in the service area. The Helsinki Police Department and Customs also signed their own agency-specific security agreements. The content of the framework agreement can only be deviated from to a small extent by negotiation, substantial contractual changes are not allowed.

The contracting entities involved in the framework agreement, the Police, Customs or the Border Guard, do not commit to any quantity purchase obligations.

The representatives of the subscribers, the Police, Customs and the Border Guard agree with the suppliers of the service areas on the work to be done for the equipment in the kick-off meeting of the winter dockings.

The suppliers selected for the service areas are also committed to providing urgent maintenance and repair services in case of professional equipment failures during the open water season.
