The subject of the contract is the delivery and assembly of photovoltaic panels in the Municipality of Konopnica. The order is carried out as part of the project entitled: "Clean Energy in the Municipality of Konopnica – photovoltaic and solar installations" co-financed from EU funds under the Regional Operational Programme of the Lubelskie Voivodeship for 2014-2020, Priority Axis 4 Environmentally friendly energy, Measure 4.1 Support for the use of RES.
The order includes, among others: 1) delivery and installation of photovoltaic panels in a place not shaded by any objects throughout the year, 2) delivery and installation of a supporting structure for the panels, 3) routing and connection of electrical wires, 4) delivery and installation of an inverter, 5) execution of lightning protection - grounding installation, 6) installation of protection in switchgears, 7) routing and connection of electrical wires 8) installation of stops to ensure effective protection surge protection, 9) connection to the electrical installation in the building switchboard, 10) installation of the control and measurement module and communication module, 11) start-up of the inverter, 12) installation of electricity meters, 13) checking and measuring complete low-voltage electrical circuits. 14) informing the user about the principles of safety and proper operation of the installation – training of Users, and providing instructions for devices in Polish, 15) conducting as-built inventory and developing as-built documentation, conducting the required electrical tests and measurements and technological start-up of the system (these activities should be documented in the acceptance protocols), 16) connecting the installation to the power grid together with notification of the connection of the installation to the distribution network of PGE Dystrybucja S.A. on the basis of the guidelines available on the plant's website, 17) implementation of an energy management system based on ICT technologies (including measurement, operation and monitoring of energy use in the context of their scalability, flexibility and independence from suppliers). 18) The monitoring system will cover all installed photovoltaic panel installations. The Ordering Party requires that each installed installation be connected to the Internet in a way that ensures its monitoring from the application level and allows for simple placement in the portal and service of the Municipality. The monitoring system must be capable of transmitting aggregated and individual data and must include and ensure the transmission necessary for data transmission during the lifetime of the project. 19) The Ordering Party recommends that during installation the requirements of disabled people and the accessibility of controls for them should be taken into account (installation should be carried out in a way that ensures the possibility of performing maintenance activities for disabled people, in particular those moving in wheelchairs). 20) Warranty. The length of the warranty period (including supplied materials, installed devices and equipment, construction, assembly and installation works performed) - is a criterion for the evaluation of offers. The Ordering Party specifies it for a period ranging from 36 months (minimum period) to 60 months (maximum period). The Ordering Party has full rights under the warranty for defects resulting from the provisions of the Civil Code within the time limits specified therein – regardless of the rights under the guarantee. The criterion for the evaluation of offers does not cover photovoltaic modules and inverters, for which the guarantee is respectively: a) photovoltaic modules – a minimum of 12 years of the manufacturer's warranty, with a linear power guarantee of min.: 80% after 25 years, b) photovoltaic inverters - a minimum of 5 years of the manufacturer's warranty. 21) A detailed description and scope of performance of the subject of the contract is specified in the project documentation, administrative decisions with annexes and a model contract.
