The subject of the contract is the performance of management and investor supervision services (Contract Engineer) over the implementation of the Project on Modernization of railway infrastructure in the Małaszewicze Transhipment District on the EU border with Belarus.
The object of the investment is the reconstruction, expansion and construction of railway and accompanying infrastructure in the Małaszewicze Transhipment District located in Bialski County, on the territory of the municipalities of Terespol, Piszczac and Zalesie. The Małaszewicze Transhipment District is an area of railway infrastructure located within the Terespol — Brest border crossing, managed by Investor — CARGOTOR sp. z o.o., covering its reach the railway stations Kobylany, Małaszewicze, Bor, Chotyłów and adjacent access tracks to the railway stations Kobylany, Małaszewicze, Bor, Chotyłów and adjacent access tracks to expedition points (freight terminals) on the board of other railway companies. The railway track system in Małaszewicze Transhipment District is connected to the country's railway network by railway line number 2 Warszawa Zachodnia — Terespol, managed by PKP Polskie Linie Kolejowe SA.
The investment, apart from track robots, also includes all companion infrastructure in terms of industries:
• road along with dehydration,
• architectural and structural,
• bridge,
• railway traffic control,
• sanitary,
• teletechnical,
• traction,
• Electricity,
• Environmental.
The purpose of this contract is to manage and supervise the implementation of the investment task, in particular:
(a) Acting as Engineer in accordance with the Agreement and the Contract Terms of FIDIC;
(b) Verification of documents prepared by the Works Contractor, including executive documentation, for compliance with the requirements of the contracting authority for the FIDIC contract, for compliance with binding regulations, Regulations of the Contracting Authority and in terms of suitability for performance of Works;
(c) Managing and financial management, in particular comprehensive service of the Contract with regard to its clearing, monitoring and in-kind reporting;
(d) Technical management, including the performance of the duties of the Investor Supervision Inspector for the Contract and the identification and management of technical risks;
(e) Carrying out environmental, including natural supervision, in accordance with the decision on environmental conditions, provisions reconciliating the conditions for the implementation of the project (if re-evaluation is required) and other administrative decisions in this respect;
(f) Preparation of the necessary reporting material for the purposes of the institutions subsidizing the implementation of the Project (e.g. CINEA, Ministry of Finance, etc.) according to model documents in force in these institutions.
