The wellbeing services county of Eastern Uusimaa (later also the Client) requests an offer for the e-service portal for customers and professionals to use in the wellbeing services county of Eastern Uusimaa.

A more detailed description of the services to be acquired can be seen in Annex 1 to the Request for Tender, Description of the Acquisition Item.

The terms of the contract applicable to the acquisition are described in the draft agreement set out in Annex 2.

The wellbeing services county of Eastern Uusimaa has decided to launch a procurement with the aim of acquiring an electronic service portal for the customers and professionals of the wellbeing services county (later Software Service).

The strategic policy of the wellbeing services county of Eastern Uusimaa is to increase the share of digital services in social and health care, and the county has set ambitious goals for increasing digitalisation. The strategy of the wellbeing services county of Eastern Uusimaa states that the county has functional digital, mobile and mobile services that complement brick-and-mortar services.

The long-term goal of the e-service package is to increase the significance of digital services by offering smooth and customer-oriented services to the residents of Eastern Uusimaa. The strong promotion of the e-service package is guided by the objectives of the health and social services reform, the strategy of the wellbeing services county and the wishes of residents and professionals regarding electronic services.

In the target state in 2025, digital services will be the primary service channel for all interested customers. Electronic services provide clear, uniform, smooth and customer-oriented services to residents and prevent disruption demand through functional digital guidance.

The object of the procurement is the e-service portal:

• Software service permissions

• Toimitusprojekti

• Support and advice service

• Separately ordered expert services to prepare for the extension of the object of procurement during the contract period
