The procedure will be conducted according to the CPC's competitive dialogue procedure. Due to the following elements of technical complexity, the City is not in a position to define, on its own, in advance the technical setup to meet its needs:
- offer a global response in terms of energy performance of equipment with very different technical functions (public lighting, sports lighting ...),
- continue the efficiency of the current operating expenses, search for the best compromise necessary performances / costs,
- changes in the technical nature of public lighting, so that the choices to be made by the community have become more complex. As a result, the City does not have the necessary technical skills to define the solutions that meet the needs defined by it alone and optimally.
Elements of information on the heritage of works to be exploited:
- street lighting: 1891 light points - 77 LV cabinets,
- outdoor lighting of sports equipment: 66 light points - 4 wardrobes.
The market is scheduled to start on 1.4.2020. It will focus on:
A: the management and operation necessary for the service: G0 post;
B: energy management: G1 post;
C: preventive and corrective maintenance interventions for the installations: G2 post;
D: interventions and works following events such as accidents, vandalism, bad weather etc. (G3 NP position) and linked to changes in assets (item G3 P) during the term of the contract;
E: compliance, refurbishment, refurbishment, modernization, replacement of equipment: G4 substation;
F: geolocation of networks: G6 post.
