The contest concerns transport of residual waste and other waste fractions from the region by hook lift vehicle to final treatment, as well as internal transport by hook lift vehicle between the environmental stations in the region.
The total number of tonnes of waste to be removed per year is estimated to be approx. 8 600 tonne. Distribution according to attached form 21055 Transport of waste. The service uses between 2 and 3 vehicles.
The contracting authority reserves the right to change the delivery locations for the different waste fractions during the contract period.

The procurement is estimated to be over the EEA threshold value. The estimated value is not binding for the contracting authority. The value of the procurement is approx. NOK 5 000 000 annually. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors in the contract period.

Lots/groups
Tenderers must submit tenders in both groups. Sub-tenders and alternative tenders cannot be submitted for individual groups, nor alternative tenders.
If the contracting authority chooses to carry out the internal transport itself, a contract will be awarded in group 1. If the tenderer will carry out both removal transport and internal transport, the contracting authority will award a contract in group 2. The contracting authority will select the alternative that gives the best quality and price after a combined evaluation. The final decision is made upon award.

Group 2: Tenderers must give a combined tender for both transport of residual waste and other waste fractions from the region by hook lift vehicle and internal transport by hook lift vehicle between the environmental stations in the region.
Contract NS9430
The procurement will be regulated by the attached contract as long as it suits the transport service.
The contract has a duration from and including 1 January 2022 until and including 31 December 2025 with a unilateral right for NGR to cancel the contract with 12 months notice.
A contract will be entered into for either group 1 or group 2.
The contracting authority will sign a contract with one (1) supplier.
Contract provisions: The contract conditions will be regulated by NS 9430:2013 with construction form and the attached contract terms — changes and supplementation to NS9430:2013. The tender documentation annex is part of the contract documentation. Tenderers must familiarise themselves with all the contract terms.
Construction form 9430 must be used.
The following has been decided:
• Point 2 first paragraph: the delivery is regulated by this contract and the following Appendix:
1) Tender documentation and needs description;
2) Competition clause;
3) The tenderer's offer;
4) NS9430 (not attached).
• Point 3: Alt. 2: the assignment concerns transport of residual waste and other waste fraction from the region by hook lift vehicle and internal transport by hook lift vehicle between the environmental stations in the region. Collection locations and delivery locations can change during the contract period. New price will be calculated based on the price per kilometre.
If the contract for incineration waste finishes before 31 December 2025, this can lead to the driving distance changing for residual waste and bulky waste. Tenderers must be aware that this can require more vehicles to handle the assignment.
• Point 7: 4 years with commencement 1 January 2022 ;
• Point 11.1: NOK 1 000 000;
• Point 11.2: Alt. 2: the contracting authority does not provide security;
• Point 12: Alt. 1: the tenderer has liability insurance;
• point 13: concerning point 11.1 — security requirement equivalent to NOK 1 000 000.
This amounts to 20 % of the contract value.
Price regulation: The agreed prices/price changing mechanisms are binding. The prices are fixed for one year from the date of contract commencement.
Price increase can then only take place once a year up to 12 535. The total cost index for lorry transport, excl. ferry and toll costs. The calculation will use the average index from the last year.
Changes in the exchange rate will not lead to contract price changes.
The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
