The broadcasters of ARD and the joint institutions/programmes of ARD, ZDF and other partners have been consistently implementing the convergence of the media in their multimedia strategy for years, so that radio, television and the Internet present themselves as interconnected media. For their social media engagement, the broadcasters also use a social media management tool within a framework agreement that supports and simplifies the coordination of all social media activities, monitoring and reporting, quality assurance of content as well as the work or coordination of the community teams.
After several extensions of the framework agreement, it expires at the end of December 2022.
Mitteldeutscher Rundfunk (MDR) as the client is in charge of the above-mentioned broadcasters (Annex B1) for the use of a social media management tool as a software-as-a-service solution. The EVB-IT service contract has a term of 2 years and is optionally to be extended twice by 1 year each.
The following parameters are to be used as the calculation basis for calculating the monthly costs for the use of the social media management tool: at least 950 channels and at least 3,600 users of the broadcasters as well as a community size of currently 115 million members. The client would like to commission a flat-rate license in which all costs are covered (so-called company license). The MDR represents the clients, the billing is to be made proportionately to the respective participating broadcasters directly.
The Mitteldeutscher Rundfunk (short: MDR) as the client takes over the lead for the above-mentioned broadcasters (Annex B1) the tender for the use of a social media management tool as a software-as-a-service solution, which will be concluded via an EVB-IT service contract. The MDR represents the clients, the billing is to be made proportionately according to contribution key to the respective participating broadcasters directly.
The subject of the EVB-IT service contract is the unrestricted use of the social media management tool offered in accordance with the service description (Appendix C).

In addition, the transition, a training concept and optional further development services in accordance with the service description (Annex C) are the subject of the contract.
The price upper limit is 2,800,000 euros gross, i.e. the total valuation price specified by you according to the bid declaration price (Appendix A1) may not be above the price upper limit. If the price ceiling is exceeded, this is a change to the award documents § 57 para. 1 number 4 VgV, which necessarily entails an exclusion from the evaluation of the offer.
The contract begins on 01.11.2022 with a 2-month transition until 31.12.2022. The regular contract period begins on 01.01.2023 for a period of 24 months with a two-time extension option on the part of the client by 12 months each.
