The object of the measure according to § 16 Abs. 1 SGB II in conjunction with § 45 Abs. 1 S.1 Nr. 1 SGB III is the introduction to the training and labour market as well as the identification, reduction or removal of obstacles to placement.

This can include all activities of activation and support for the unemployed aimed at sustainable occupational integration.

The aim is to promote the individual integration and employability of participants with mental and/or physical impairments and the associated multiple barriers. The previous development-inhibiting habits must be broken up and successively reduced. In addition, if necessary, outreach care must be used to overcome the often existing initial inhibition threshold for participation.
