THE COLLECTION OF HOUSEHOLD WASTE, THE FERMENTABLE FRACTION OF HOUSEHOLD WASTE AND GREEN WASTE IN THE MUNICIPALITY OF BRAINE-L'ALLEUD

Specifications relating to the collection of residual household waste, the fermentable fraction of household waste and green waste in the municipality of Braine-l'Alleud.

The market is divided into 3 lots as follows:

Lot 1 - Weekly collection in bags (30L and 60L) door-to-door of residual household waste.

Lot 2 - Emptying 240L containers for the organic fraction of household waste (FFOM).

Lot 3 - Green waste collection 18 times a year door-to-door.

Place of provision of services: Territory of the municipality of Braine-l'Alleud.

The contract is concluded for an initial period of 36 months for Lot 1 and Lot 3. It can be tacitly renewed once for a period of 12 months.

The contract is concluded for an initial period of 28 months for Lot 2. It will start on September 1, 2023. It can be tacitly renewed once for a period of 12 months.

lot 1 - Weekly collection of household waste in the municipality of Braine-l'Alleud

Weekly door-to-door collection of residual household waste (OMR) in bags (30l and 60l).

Household waste is understood to mean all waste from the usual household activity and waste assimilated to such waste according to the legislation of the Walloon Region. Assimilated waste is commercial, artisanal and operational waste, which, by its nature and composition, is comparable to household waste.

Are excluded from OMR (non-exhaustive list):

has. spoil, rubble, rubble and debris from public and private works;

b. All residues from industrial operations;

c. Toxic wastes;

d. Anatomical and infectious waste from hospitals and clinics (B1 and B2);

e. Slaughterhouse waste, animal corpses;

f. All special wastes which, because of their flammability, toxicity, corrosiveness, explosiveness or for any other reason, cannot be disposed of by the same means as household waste without creating risks to property, people or the environment;

g. The tires;

h. Bulky items.

The collection of household waste has been planned as follows:

• zone 2 every Monday

• zones 3, 4 and 9 every Tuesday

• zones 1 and 1A every Wednesday

• zones 5 and 6 every Thursday

• zones 7 and 8 every Friday

The zones are listed and specified in Appendix E (list may change).

Lot 2 - Emptying 240L containers for the organic fraction of household waste (FFOM)

It is understood by:

- The fermentable (organic) fraction of household waste (FFOM) essentially comprises various food scraps, fruit and vegetable waste, coffee grounds and tea bags, biodegradable animal bedding, small garden waste.

Swaddles are excluded from collection.

Are excluded from SWOT (non-exhaustive list):

has. spoil, rubble, rubble and debris from public and private works;

d. Anatomical and infectious waste from hospitals and clinics (B1 and B2);

e. Slaughterhouse waste, animal corpses;

All 240L containers to be emptied will be gathered at a single address in the Municipality:

The tenderer will have to empty all 240L containers of organic waste collected only at this address.

The assumed quantity is 40 240L containers on average to be emptied at a rate of 1x/week to 1x every 3 weeks depending on the demand and the season (except for the year 2023 when the market does not start until September 1).

The number of containers could vary between 20 and 60 pieces, or even more, to be emptied.

The number and frequency of emptying containers could therefore change over time.

The tenderer is required to pick up the waste that would have accidentally fallen next to the containers during emptying.

The tenderer undertakes to carry out the oil changes as a “good father”.

However, any damage to 240L containers, for which the bidder's liability is proven, will be repaired at the bidder's expense.

Emptying will be done in accordance with the instructions of the in BW staff and municipal staff as well as the unloading in Virginal.

The tenderer undertakes to take all administrative arrangements to carry out the emptying in accordance with the legislation.

The Virginal site is open from Monday to Friday from 7:30am to 5:30pm, emptying must be done within this time range.

Lot 3 - Collection of green waste 18 times a year in the municipality of Braine-l'Alleud

Green waste collection 18 times a year.

Green waste (maximum 2m³ per dwelling) will be put either in Kraft bags marked with the coat of arms of the municipality (lawn clippings, leaves and flowers, vegetables...) or in bundles of maximum 1m long (branches and trunks less than 15 cm in diameter). Excluded are stumps, plastic bags and jars, litter boxes.

The collections will take place from Monday to Friday taking the same areas as the garbage collections, the next day if public holiday.

The collections will start each year at the end of March/beginning of April and will end in November (a gap of 2 weeks will be expected between each collection). However, the contracting authority reserves the right to add or delete a few collections annually, or even not to organize them.
