The target of the procurement is a digital cooperation platform (Service) that supports both close-up meetings and location-independent customer encounters. It will be implemented by the Finnish National Agency for Education and its separate units, such as VHI and Karvi, and the Continuous Learning and Employment Service Centre (JOTPA), which started its operations in 2021.

The service to be acquired is used to build and maintain a digital collaborative culture. It serves as a platform for network-based work, co-creation and problem solving, as well as a collective place of thinking. The service supports multi-location and virtual collaboration practices by providing virtual facilitation tools for involving customers and stakeholders.

The service enables smooth and effective collaboration in smaller and larger groups. Group sizes vary from a few people to thousands of users, and their duration of work can be short-term or continuous. The service provides support for transparent co-creation processes and high-quality interaction so that everyone's voice can be heard. The service serves as an inspiring and activating, communal learning forum.
