The aim of the procurement is to enter into a framework agreement with a power provider for the procurement of power to cover the contracting authority's grid loss, plus power for delivery to customers on delivery obligation.

The framework agreement will also include obligatory procurements of power certificates based on the volume of delivery obligation. The tenderer will also have the role of balance manager on behalf of the contracting authority, and will be responsible for prognosticating, reporting, and trading power requirements to Nord Pool. Power is traded by the energy provider on Nord Pool, Day-ahead rates for area NO3 and NO4 (spot price).
