Masterplan (Neunkirchenplein-Kerkplein)

The aim is to develop a vision for the location of the culture house and the redesign of the public space on the Neunkirchenplein - Kerkplein site, taking into account the complementarity with the centre park and, by extension, the Gaver domain. Where the focus in the construction of the latter is on meeting and experience, on the Neunkirchenplein and Kerkplein site the event is central, as well as the parking function.

In addition to the meeting center, you will also find the municipal library and the coachman's house on the site. The library will move to the center park. However, it is the ambition of the board to keep ownership of the current library site and to assign it a new public function, in addition to the culture house. It is therefore important to look for a link between the two public buildings by designing the public space between them.

The assignment concerns not only the public lands and buildings, but also the adjacent private properties. The master plan should provide clarity about the opportunities that these private properties can offer.

The designers must investigate the possibilities of filling in the public space between and around the buildings in a qualitative and sustainable way with an eye for softening, greening, water infiltration,... The public space and buildings (culture square, culture house and library building) as a whole must form a pleasant living and meeting space where the village character of the municipality of Deerlijk is expressed.

As far as parking is concerned, the starting point is that there will be sufficient space on this site to meet the parking needs for activities in the new culture house and the parking needs in the center of the municipality. However, the board wants to improve the quality of the parking space by setting up a hoppin point and creating an east-west connection for pedestrians and cyclists.

A new culture house

The municipality wants to realize a new culture house that on the one hand can give the various Deerlijk associations and users a place and on the other hand makes a qualitative and diverse stage offer possible. The new building will be integrated in relation to the existing municipal (community centres) and private (UZIEN) leisure infrastructure. In addition, the location of Deerlijk within the Southwest region and the complementary role of the culture house compared to the other stage houses in the region are also taken into account. With the realization of a new building, we also show ambition to put culture on the agenda in Deerlijk and in the region in the future, with attention to quality, quantity and capacity.

The aim is to create a contemporary, future-proof and sustainable building with modern (theatre) techniques and facilities where meeting, experience and art creation are central. The building should become a contemporary, architectural beacon. The village character of the municipality of Deerlijk and the possibilities for meeting are the most important points of attention.

The ambition is to realize a building that is easily accessible and has an open character. The building must allow shared use: a theatre hall with a fixed stand on ramp with a capacity of 250-300 seats, and also a compartmentalised foyer. The stage must have sufficient height and be accessible from the loading and unloading zone without differences in level.

The new building will be located exclusively on public property. The most suitable location is investigated, taking into account efficient and well-thought-out use of space. In the context of circularity and sustainable development, it must be investigated to what extent partial preservation of the existing building with possible expansion is possible.
