Description:
Delivery of 4 (four) low-emission hybrid buses for passenger transport in public transport

The subject of the order is the delivery of 4 (four) pieces of brand new low-emission hybrid buses, equipped with a diesel engine and electric motor / motors, single-section, low-floor 11.5-12.5 m long, intended for use in regular public transport.

A detailed technical description and requirements in relation to the subject of the order are included in the Specification of the Essential Terms of the Order.

The subject of the order is the delivery of 4 (four) pieces of brand new low-emission hybrid buses, equipped with a diesel engine and electric motor / motors, single-section, low-floor 11.5-12.5 m long, intended for use in regular public transport. Buses must be of the same manufacturer and brand. Contractors may only offer serially produced buses. A detailed description of the subject of the contract, including technical parameters and equipment of vehicles, and the requirements of the Employer are set out in Annex No. 1 to the ToR - TECHNICAL DESCRIPTION OF THE SUBJECT OF THE ORDER. The buses offered must meet the requirements set out in the provisions contained in: Section III of the Act of 20.06.1997 - Road Traffic Law (Journal of Laws 2018 item 1990) and meet the technical conditions specified in the Regulation of the Minister of Infrastructure of 31.12.2002 on the technical conditions of vehicles and the scope of their necessary equipment (i.e., Journal of Laws of 2016, item 2022, as amended). The buses offered must meet the requirements and conditions set out in Regulation No. 107 of the United Nations Economic Commission for Europe (UNECE) - Uniform provisions regarding the approval of category M2 or M3 vehicles with regard to their general construction, hereinafter referred to as UNECE Regulation No. 107 - as regards the requirements for vehicles of category M3, class I - low floor. The buses offered must meet the requirements and conditions set out in the Regulation of the Minister of Infrastructure of 25/03/2013 regarding the type-approval of motor vehicles and trailers and their equipment or parts (i.e. Journal of Laws 2015, item 1475). The offered bus type must have valid Vehicle Type Approval Certificates issued in accordance with current regulations, constituting the basis for its registration in Poland on the day of submitting the offer. The buses offered must be equipped with a compression-ignition (diesel) internal combustion engine that meets the boundary conditions for gaseous and particulate pollutant emissions and smoke opacity required by the EURO VI standard set out in Regulation (EC) No. 595/2009 of the European Parliament and of the Council, Commission Regulation (EU) No. 582/2011 of 25 May 2011 implementing and amending Regulation (EC) No 595/2009 of the European Parliament and of the Council with regard to emissions from heavy duty vehicles (EURO VI) and amending Annexes I and III to Directive 2007/46 EC of the European Parliament and of the Council. The buses offered must meet the requirements pursuant to the Regulation of the Prime Minister of 10.05.2011 regarding non-mandatory criteria for the evaluation of bids, in relation to certain public contracts (Journal of Laws 2011 No. 96 item 559) - parameters described in Annex No. 1 - TECHNICAL DESCRIPTION OF THE SUBJECT OF THE CONTRACT. The buses offered must comply with EEC vehicle approval regarding the flammability of construction materials used in certain vehicle categories, obtained in accordance with the conditions laid down in Directive 95/28 / EC of the European Parliament and of the Council of 24 October 1995. or UNECE Regulation 118. The buses offered cannot be prototypes and must be brand new, i.e. manufactured not earlier than in 2020, not used for presentation, testing and similar purposes, not registered, with a mileage of not more than 500 km plus access kilometers to the seat of the Employer. The object of the contract includes the contracting authority's internal authorization for the Employer for ongoing servicing and repairs of the bus type offered, along with training of the Employer's employees in warranty and service.
