Prequalification for infantry machine guns caliber 7.62x51mm - 100816

Norwegian Defence Materiel Agency (NDMA) seeks to procure newly manufactured Light Weight Machine Guns (LWMG) together with spare parts, tools, replacement and other materials through a seven (7) year framework agreement with a duly NDMA qualified manufacturer that has the ability and opportunity to meet the Light Weight Machine Gun (LWMG) requirements in order to compete for a contract comprising for the total scope.

Primary purpose of the Candidate’s design, development and production of a LWMG system shall be: Light weight for patrols, extended walking/carrying and be of high combat endurance. Primary use will be in the infantry role and used in varying types of environmental conditions and be complimented with optics and accessories such as lasers, flashlight, night vision among others. The weapon will be used in all types of climate/environmental conditions.

The objective of the procurement is to meet the Norwegian Armed Forces’ need for newly manufactured Light Weight Machine Guns (LWMG) together with spare parts, tools, replacement and other materials through a seven (7) year framework agreement. The volume, scope and value of this acquisition are estimates - the estimates are not intended as upper or lower limits - do not entail an obligation to make a call-off or purchase. Any call-offs are dependent upon the involved parties’ changing needs during the contract period together with budgetary adjustments. NDMA shall require the Candidate commitment to provide the security of supply for an additional period of (20) twenty years from the LWMG frame agreement’s last call off under the seven year framework agreement. This continuing support of the LWMG useful life for spare parts and other related material of the LWMG may be regulated in a separate agreement.

Spare parts, tools, replacement and other materials related to this procurement of the new LWMG may or may not be proportional to the number of LWMG’s acquired.

The estimated value of the framework agreement is for the design, development, manufacture / production of up to 1000 (one thousand) LWMGs with the possibility of increasing the number of LWMGs to an additional 3000 (three thousand). The additional 3000 (three thousand) LWMG will be subject to securing additional budgetary funding and approval. Needless to say, the estimated value can vary as a result with the increased budgetary allotment for funding from 1000 up to 4000 LWMGs over a period of seven years using call-offs during the Framework Agreement. Additional budgetary funding may also impact the need to secure parts for the useful life of 1000 LWMGs up to 4000 LWMGs. However, spare parts, tools, replacement and other materials related to this procurement of the new LWMG may or may not be proportional to the number of LWMGs acquired.

Accordingly, the estimated value of the Framework Agreement may range from 100MNOK to 700MNOK over the useful life of the LWMG. The first call-off on the Framework Agreement for LWMG Main Material is expected to be for more than 250 LWMGs.

The Invitation to Tender (ITT) may provide a description in greater detail together with the requirements for those candidates that will be invited to submit a tender.
