As part of the "harzbewegt" funding project, the district of Harz is striving to introduce an innovative mobility platform. Building on this, the mobility offer will be expanded and expanded, the attractiveness of the offers will be increased through targeted measures and an incentive system for sustainable action will be created. In this context, the invitation to tender is sent to a provider for a digital mobility platform and the associated modules. The software licenses for the mobility platform, consisting of a mobility app for use by the end customers and a mobility background system with all necessary background system functionalities and interfaces, are to be supplied by the contractor.
In principle, this mobility platform (app) should include the following functionalities for the passenger:
- native app for Android and IOS in German and English with:
- multi- and intermodal connection information for classic public transport including call collection taxi (AST) and on-demand buses, offers from the Harzer Verkehrsbetriebe (HVB), Halberstädter Verkehrs-Gesellschaft (HVG), Harzer Schmalspurbahn (HSB), Deutsche Bahn, public transport taxi (on-demand service to be implemented in the Harz district in 2024)
- Flexible forms of operation must be recognizable by an ICON as services that can be ordered
- Digital booking, if necessary also as a series and cancellation of the AST and on-demand buses directly from the connection information
- Navigation by means of a smart map (map-based display of mobility offers): Targeted information can be controlled and output via the smart map. The customers are thus given the geographical context for pure information:

- Depth of integration 1: The client understands the level of integration "1" to mean pure information about the basic information about the mobility product with a jump to the respective website or app. When you jump off, the login information is sent along (single sign-on (SSO)).
- Integration depth 2: The client understands the integration depth "2" to be an extension of the integration depth "1" by the integration of the product in the route generation and the expansion of the available information so that the product can be taken into account in an intermodal route and/or in the connection information. Extended information includes items such as:

In order to use the product, it is necessary to jump to the respective app or to the respective website of the product. The jump can also be done via iframe.
- Development of a harzbewegt SSO, with which you can log in to all mobility apps in the LK Harz
- User account with, among other things, mailbox, connection storage, management of communication channels, overview of participation in campaigns, games

In principle, the following functionalities should be offered in the background system:
- Digital transmission of digital AST and on-demand bus orders to the Mobility Centre (currently: Nahverkehrsservice Sachsen-Anhalt (NASA) GmbH) and the bus companies
- Proposal of a solution concept in the project coordination
- Implementation of a workflow with all stakeholders involved
- Statistics and reports can be exported in common MS Office formats, esp. Excel to:
- Download rates (time-scalable according to the client's specifications)
- Orders and cancellations AST, on-demand buses on the line and at the exact time, including stop information (booked entry and exit)
