Tender for a framework agreement for the provision, implementation and operation of IT infrastructure (data center services) for an interoperable patient portal

The aim of the present procurement project is to award a framework agreement for the provision, implementation and operation of IT infrastructure (data center services) for an interoperable patient portal. In accordance with Section 21 (2) and (3) VgV, the framework agreement is concluded with a contractual partner as contractor and the retrieval of the specific services is carried out in each case by commissioning the individual clients on the basis of project-specific project planning (individual call-off).

For the procurement project, 56 hospital operators with 111 hospitals and around 25,000 inpatient beds have joined forces to enable the participating institutions to efficiently provide and operate the infrastructure of a data center in a joint approach. The overarching goal is to provide IT infrastructure in the form of data center services and to operate them as central managed IT services.

In a separate award procedure under the announcement no. 2023/S 011-027867, the contracting entities have already put out to tender a framework agreement for the provision, implementation and operation of an interoperable patient portal along with services for the introduction of digital admission, treatment, discharge and transition management for the contracting entities. After the contract has been awarded in this award procedure, the local service provider will host the interoperable patient portal on its IT infrastructure for an interim period. As soon as the present award procedure for the data center services has been completed, the interoperable patient portal is to be hosted on the contractor's IT infrastructure.

The services tendered by the present award procedure are called up according to a phase model, namely (1) migration of the interoperable patient portal from the IT infrastructure of the system provider to the IT infrastructure of the contractor (data center) (phase 1), (2) operation of the IT infrastructure (data center) as managed IT services by the contractor (phase 2) and (3) participation in the replacement of the data center services by a subsequent company as a transition (optional service) (Phase 3).

The contractual performance obligations of the contractor include:

- Comprehensive support services for the project and the project planning, in particular coordination, process and integration support;

- IT services of phase 1 in accordance with the agreed service levels and in particular

o Development of a central and multi-tenant IT infrastructure (data center service) for the operation of a central and interoperable patient portal (e.g. development of basic infrastructure, provision of infrastructure components for operation, development of governance and service management processes, implementation of service reporting) in accordance with the technical, organizational

and safety-related requirements,

o Power consumption by querying the specific existing IT system environment as well as the existing data from the operator of the patient portal,

o Participation in the inbound migration by transferring all data from the patient portal to the contractor's IT infrastructure,

o Parameterization and configuration for adaptation to the IT system environment of the client and

o Provision and implementation of the IT infrastructure (data center performance), taking into account the existing integration;

- IT services of phase 2 in accordance with the agreed service levels, in particular

o Operation of the IT infrastructure as a functional overall system,

o Support and cross-functional services for the operation of the IT infrastructure,

o Integration services and

o Technical application support;

- Phase 3 IT services in accordance with the agreed service levels and, in particular, participation in the migration of the patient portal to the IT infrastructure (data center) of a subsequent company (exit migration) of the client.

This framework agreement does not cover the services for the provision, implementation and operation of the interoperable patient portal. The clients also expressly reserve the right to move the patient portal to another data center environment.
