Birmingham Airport provides domestic UK, European and international flights. As the UK’s third largest airport outside London, it has recently celebrated its most successful period, handling 12 900 000 passengers during the 2018 calendar year. The airport currently has 2 separate contracts for airfield security services and hold baggage screening services and wishes to procure these under a single procurement exercise with the option of appointing a single provider to deliver both activities should there benefit in doing so.
Both activities are subject to heavy regulatory oversight and compliance is core to the delivery of the services. The Airport is seeking to appoint a provider (or 2 separate providers should both services remain as standalone activities) who work with the Airport to deliver increased transparency of service standards, compliance, management information and cost information through innovation.
Lot 1: Airfield Security Services;
Lot 2: Hold Baggage Screening.
Lot 1: Airfield Security Services
This requirement includes patrolling of the perimeter of the airfield and the manning of staff gates at security checkpoints where individuals are moving from landside to airside. Compliance with Department for Transport requirements as detailed below is mandatory:
— Single Consolidated Direction (SCD) 1/2019, 1.4.2019 or updated versions coming into force including MSM (More Stringent Measures):
— EC300/2008,
— Commission Implementing Decision EU 2015/1998 including amendments EU/2017/815 and EU 2019/103,
— Commission Implementing Decision EU 8005/2015 and amendments 3030/2017 and 132/2019.
Lot 2: Hold Baggage Screening Services. Approximately 6 500 000 bags per annum are screened as part of the requirement to comply with Department for Transport requirements as detailed below is mandatory:
— Single Consolidated Direction (SCD) 1/2019, 1.4.2019 or updated versions coming into force including MSM (More Stringent Measures):
