Purpose of the contract
(full) Assistance to the contracting authority (AMO) project for the renovation and extension of the central zonal building of the police area.
In general, the contracting authority expects AMO to provide continuous and efficient assistance to carry out this strategic real estate project and to ensure, on behalf of the police area, the conceptual, preparatory and implementation management (notably technical, administrative and financial) of this renovation project and real estate extension throughout its duration.
This mission of assistance to the MO, which can be called “delegated contracting authority”, covers technical aspects (compliance with the programme, quality of study services, quality of work, etc.) but also administrative aspects (compliance with procedures and regulatory framework, etc.), budgetary, economic and financial (maintenance of costs studies and works, forecasting of operating costs, etc.) as well as strict compliance with the implementation schedule of the overall project. The mission should ensure that every effort is made to ensure that the police area project is carried out in accordance with the planned use of the infrastructure under construction, the agreed time frame and the budget to be foreseen.
The mission can be broken down into three parts (see technical requirements below):
1) in general: general management and management of the entire project, including planning operations, in order to meet the objectives of the contracting authority;
2) a preparatory and design phase: assistance of the contracting authority in the process of contracting services and works necessary for the project, monitoring of studies (stability, special techniques, etc.), assistance in the introduction and obtaining of permits and authorizations necessary for the renovation/extension and operation of the site;
3) an implementation phase: direction and monitoring of the work schedule, as well as the work as such, budgetary and financial monitoring and control, regular reporting to the MO, etc.
Division of the market into slices.
This market is divided into two instalments as follows:
The firm section covers the renovation and extension of the central zonal building located Avenue de la Force Aérienne, 3 to 1040 Brussels (Etterbeek) from the completion of the planning of needs to the stage of issuance of the urban planning permit by the competent public authorities.
This tranche includes, in particular, the completion (complete) of the public contract of project author (s) for the realization of the project in question (contract in two phases). It should be noted that the contracting authority does not wish to use “Design and build” contracts for this project.
The conditional tranche covers the monitoring of the project from the issuance of the requested permit (s) and until final receipt of the requested renovation and extension work;
The conditional instalment shall be confirmed by a unilateral decision of the adjudicator of which the successful bidder will be informed by registered consignment or electronic sending ensuring the exact date of the shipment in an equivalent manner.
The successful bidder shall not be entitled to any compensation if only the firm instalment is ordered or if the conditional installment is only partially ordered.
Nor is the successful bidder entitled to compensation for the possible waiting period between the end of the firm instalment and the eventual order of the conditional tranche if the conditional tranche is confirmed.
Nor can the successful tenderer assert a right to any compensation in the event of simultaneous order of both instalments.
