The Board of Directors offers a contract for the Development, Application Operations, Maintenance and Support of New eSyn. The new system is referred to as new eSyn and will completely replace the older existing system eSyn. The aim of the new development is to replace the existing platform with new and timely technologies that are after-living the new target architecture of the Traffic Board, in order to provide a more timely, user- and maintenance-friendly system to adapt to new regulatory requirements on an ongoing basis.

The new development is also meant to increase the performance and scalability of the system, as up to 25,000 vision call-watches per week are emitted.

The Traffic Authority uses Statens-IT as its provider of IT infrastructure operations and IT jobs to use new eSyn.

Details of the task are set out in point II.2.4 of the procurement notice and the procurement material.

The scope of the task is overall:

• Development of a new IT system, new eSyn, which meets the requirements and functionality described in the procurement material with its annexes;

• The supplier's project management and implementation in the design description of the solution, development, test, training and commissioning of the new system, working closely with the Swedish Board of Directors,

• Preparation of documentation and instructions for users and the operating organization

• 2nd Level Support, Maintenance and Further Development,

• Any licenses for standard software,

• Specification of operational and testing environment requirements in close cooperation with Statens-IT;

• Installation of the developed program in the Customer's operating and testing environment, as well as commissioning the solution;

• A service agreement on the new eSyn solution that includes application operation, service, support, maintenance and further development of the offered solution in cooperation with the Customer server and infrastructure operation provider that is Statens-IT, applicable for a 6 year period, and the possibility of a extension period of 2x1 years.

The award criterion is best price-quality ratio. The qualitative criteria are divided into sub-criteria: Establishment of New eSyn 25%, Technical Solution 25% and Cooperation, Support and Maintenance 25%. The sub-criteria are also divided into subcriteria and sub-sub-criteria as set out in the Annex c Evaluation model of the Offer Conditions.

The contract is not broken down into sub-contracts as referred to in Section 49 (2) of the Procurement Act, as it would be inappropriate and cost-heavy for the customer to administer.
