Implementation of the LEADER management 5.2.2021-31.12.2022

The regional action group Sömmerda-Erfurt is awarding the regional management (“Leader”) for the years 2021 and 2022 (end of the funding period 2014-2020).

LEADER is a funding method of the European Union for the development of rural areas and relies heavily on its own strengths and strengths in the regions.

The main framework conditions for the implementation of LEADER 2014-2020 can be found in the following ordinances:

- "Regulation" (EU) No. 1305/2013 "Of the European Parliament and of the Council" of December 17, 2013,

- Guideline for the promotion of integrated rural development and the revitalization of fallow land (FR ILE / REVIT) - Date of issue: April 17, 2018, version dated: December 12, 2018, valid from: January 1, 2019. The funding guidelines expire on December 31, 2023.

The regional management ("Leader") should support the RAG in the implementation of the regional development strategy during the advertised period, support applicants in qualifying their project ideas and funding applications and take over the management of the RAG. In addition, the end of the funding period is to be completed in organizational terms. This includes, among other things, the reporting and evaluation of the processes and the achievement of the goals set in the regional development strategy of RAG Sömmerda-Erfurt. The regional management (LEADER) acts as an interface between the project sponsors, RAG, the TLLLR and the TMIL. It also represents the interests of RAG in exchange with other LEADER regions in Thuringia and nationwide (BAG-LAG).

Implementation of the LEADER management including the establishment, operation and management of the RAG Sömmerda-Erfurt e. V. to implement the existing regional development strategy of the LEADER Region (RES).

The LEADER region includes the Sömmerda district and three districts of the city of Erfurt. The client is the Regional Action Group (RAG) Sömmerda-Erfurt e. V be. The development strategy (RES) developed in 2015 is to be implemented with the support of the LEADER management. The activation and bundling of local development forces through a central body is crucial for the development of sustainable projects and thus the implementation of the RES. The cooperation between different actors is to be promoted in a targeted manner within the framework of LEADER management through professional process organization, moderation, specialist advice and qualification of the RAG. The LEADER management forms an important link between economic and social partners as well as local representatives. It serves as a contact for all stakeholders in the Sömmerda-Erfurt region and actively supports them in implementing their ideas and suggestions for the region. In addition, the LEADER management organizes the exchange of experiences and cooperation projects with other regions in rural areas.

An important area of responsibility within the framework of the LEADER management is the stabilization of the regional development process. The LEADER management is supposed to continue measures which contribute to shifting the communication and cooperation process more strongly to the actors and to consolidating the inter-municipal cooperation. The entire project management process is particularly important for 2021.

Description of services / scope of the services to be provided:

1. Rag club management:

1.1. Head of the association's office

2. "Process management: Coordination and implementation of the overall process":

2.1. Preparation and follow-up as well as implementation and moderation or accompaniment of consultations of the RAG committees (board of directors, general assembly, workshops, etc.)

2.2. Coordination of activities

2.4. Network maintenance

3. "Project management":

3.1. Initiation, supervision and implementation support for projects

3.2. Advice and support for project promoters

3.3. Examination of project applications

3.4. Coordination with the licensing authorities

3.5. Elaboration of statements and decision templates for the RAG committees

3.6. Continuation of started projects under the direction of RAG

3.7. Funding acquisition

4. "Public Relations":

4.1. Maintenance of the website

4.2. Development of information material such as B. Newsletters, brochures

4.3. regular press work

4.4. Securing the information needs of the actors, municipalities and cities, the district and the funding body

4.5. Stand support at trade fairs and regional markets

4.6. Cooperation with the European and German network offices LEADER 5. PROCESS AND PROJECT EVALUATION

6. "Awareness":

6.1. Initiation and implementation of measures to raise awareness of the region with regard to funding opportunities. A full-time employee unit (VBE) is planned for regional management.
