The project
Bærum municipality sees a need for process innovation in construction projects. This can results in better interaction with a focus on future-oriented projects, good processes for user contribution and a joint understanding of the possibilities and project limits. Particularly connected to early phase processes in construction projects.
There are challenges with user involvement in the current process, some join the projects too late, meaning it is challenging to to build the best possible building and local environments for the residents.
In the StimuLab project, there will be a special focus on the first part of construction projects, from the choice of site to the clarification of technological and architectural solutions. Through improved processes early in the construction project, good and functional projects will be created, safeguarding future need and ensuring that we do not build yesterdays technical solutions.
Our goal is that newly created process methodology, where the focus is on user contribution and involvement of relevant actors, will give more value to our projects, without exceeding prerequisites such as time, cost and desired quality.
New processes will first be tested on a nursing and care project. When a successful process is established with Nursing and care, this will be taken into use in all new projects and will be a part of the municipality's routine. The StimuLab project will also deliver a method/process description that can spread to other municipalities. Bærum municipality has great belief that process innovation will give great additional value to us and other municipalities, counties and government developers.
Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.
As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.
Roles and responsibility
Bærum municipality is the project owner as well as the contracting authority for the project.
Difi is making the procurement on behalf of the contracting authority, as part of the StimuLab project.
Budget: 2 500 000 NOK + an option for up to 2 500 000 NOK excluding VAT.
Contract length: the project is ready to start as soon as the procurement has been made.
1 year contract, with an option for an extension for up to a further 1+1 year.
