Procurement of fiscal software for legal activities of the legal departments of the Free State of Bavaria.

The fiscal councils are legal departments of the Free State of Bavaria, which are set up at the State Office of Finance at the Ansbach, Augsburg, Munich, Regensburg and Würzburg offices. The fiscal councils are the legal representation bodies of the Free State of Bavaria in accordance with the Ordinance on the Legal Representation of the Free State of Bavaria. The Fiscal Councils are thus responsible in particular for the judicial and extrajudicial representation of the Free State of Bavaria in civil, labor, administrative and social law matters as well as the legal advice of the authorities of the Free State of Bavaria in the aforementioned areas. It is the responsibility of the fiscal authorities in particular to assert, certify and recover the civil law claims of the Free State of Bavaria. For the Fiscal Council - also with regard to the participation in the electronic legal transactions and esp. Using the special electronic authority mailbox - before the entry into force of electronic legal transactions to 1.1.2022 a new specialized procedure, which covers the requirements for the corresponding tasks, a fully electronic file management and process handling. The software to be procured is intended to provide around 180 users with an integrated total solution for legal activities to be performed in the Federal Republic of Germany (FRG), ie those arising in German law firms / legal departments (especially those of the public sector) although in particular:

- in the context of litigation, in this case also, in particular, of the title,

- collection of receivables, in particular by means of foreclosure,

- in notaries, especially in connection with real estate transactions and the settlement of estate falls.

The fiscal software should also cover the following areas in particular:

- Text processing with text generation via an electronic dictation system with speech recognition,

- processing of the inbox and outbox via the special electronic authority mailbox (beBPo),

- Fully electronic transaction processing with document management system (DMS),

Mobile transaction processing using mobile devices,

- control possibilities for the work to be done by the users,

- Creation of evaluations and reports.

Procurement includes licensing including software maintenance and standard software support for a 5-year period with a two-year extension option of 1 year each, customizing services, custom programming, startup, legacy data acquisition, and user and system customization. Administrators training. Furthermore, there is the option for the client to commission a separate module for the constitution of the state.
