The service to be tendered shall be awarded in the following four lots:
- Regional lot 1 ("Nordkreis"): Collection and transport of waste paper in the collection system.
- Regional lot 2 ("Südkreis"): Collection and transport of waste paper in the collection system.
- Lot 3: Collection and transport of waste paper via depot containers, collection of waste paper at disposal centres and recycling centres as well as collection of waste paper from club collections.
- for Lot 4: Collection and recycling of waste paper.
Regional lot 1 ("Nordkreis"): Collection and transport of waste paper in the collection system– Collection of waste paper by MGB ("blue bin") with a container volume of 240 l and 1,100 l.
– Preparation of the collection plan.
– Emptying of the waste paper containers in a collection rhythm of four weeks.
– Optionally available annually: two cardboard bundle collections in January + December.
– Transport of the waste paper to a transshipment point to be provided by the contractor.
– Handling of the waste paper and transfer of waste paper to the contractor of lot 4 and, if necessary, partly to the dual systems (according to the quantity flow certificate from lot 4).
The containers are provided by the customer. The containers will be equipped with transponders by the client by 30.06.2026. In this respect, an identification of the containers must be carried out from 01.07.2026.

– Provision of the required depot containers by the contractor.
– Regular cleaning and maintenance of the containers.
– Regular or needs-based emptying of the containers.
– Provision of the containers required at the disposal centres and recycling centres (36/40 m³ roll-off containers, 11 m³ skips with lids, 10 m³ and 20 m³ press containers and depot containers).
– Emptying of the containers on request by the client.
– Club meetings: Provision of the required 36/40 m³ roll-off containers at the request of the client.
– Transport of the waste paper to a transshipment point to be provided by the contractor.
– Handling of the waste paper and handover of the waste paper to the contractor of lot 4 and, if necessary, partly to the dual systems (according to the quantity flow certificate from lot 4).
Takeover and recycling of waste paper– collection of waste paper at the transhipment points of lots 1 to 3.
– Transport and recycling of waste paper (including disposal of any sorting residues/impurities).
– Optional: Execution of the quantity flow verifications for the dual systems according to VerpackG.
– Vote on the physical release of PPK to the dual systems with lots 1 to 3.
