Description:
Procurement of a survey service for national user surveys in the social service

In recent years, together with the Council for the Promotion of Municipal Analysis (RKA), interested municipalities and private providers, SKL has developed national user surveys for several areas of activity in the social service. Today, national user surveys are conducted in the following business areas:

- The user survey in the disability area is directed at adults with disabilities in housing, housing assistance and daily activities / employment as well as personal assistance,

- The user survey within individual and family care is directed at the exercise of public authority and covers the areas of social care for children and young people, financial assistance as well as substance abuse and dependency care,

- The user survey on unaccompanied housing situation follows up on how unaccompanied children from the age of 13 and up experience their housing situation and how they experience the support given to live an independent life.

As an information, it can be stated that the Customers have used services similar to those covered by this procurement in 2018 with the following scope:

The user survey in the disability area included 140 municipalities and approximately 25,000 respondents.

The user survey within individual and family care included 138 municipalities and approximately 13,500 respondents.

A user survey on the housing situation of single people included 46 municipalities and approximately 950 respondents.

For the year 2019, at the time of the procurement's announcement, only the volume information for the user survey in the disability area is available: about 46,600 users were registered for participation and about 26,100 of them answered the questionnaire.

The number of respondents varies over time and between different municipalities. The volumes listed above do not constitute volume guarantees.

The framework agreement is estimated to have sales of approximately SEK 1.5 million per year. The stated value does not constitute a commitment for the future, but should only be regarded as information.

The ceiling volume for the framework agreement amounts to SEK 14 million. If the turnover of the framework agreement amounts to the ceiling volume, SKL has the right to terminate it immediately upon termination. Such termination does not affect the validity of contracts previously signed.
