The Norwegian Centre for Oil Spill Preparedness and Marine Environment shall elucidate and estimate costs for different test facilities for oil protection technology at Fiskebøl. The elucidation shall be implemented in accordance with the standards for environmental impact assessments and in accordance with the circular R-108/19 regarding elucidation, planning and quality assurance of large governmental investment projects. The social economics must form the basis for the evaluation of the concepts. The elucidation shall be conducted in accordance with relevant guidelines, including the Ministry of Finance's guideline for preparation of concept selection elucidations and guidelines for social economic analyses (circular R-109/14), and the Norwegian Government Agency for Financial Management’s (Norwegian abbreviation: DFØ) guideline for social economic analyses.
The elucidation must clarify if the development should be divided in several stages and executed gradually. An operational and financing model must also be evaluated. This model must facilitate for use of the plant by several parties.
The contract shall be subject to an open tender contest with award criteria based on quality and price. The report must be submitted by 25 August 2020 to the Norwegian Centre for Oil Spill Preparedness and Marine Environment.
The contract applies to assistance for an elucidation. The assignment was awarded to the Norwegian Centre for Oil Spill Preparedness and Marine Environment 30 January 2020. A report must be presented to the Ministry of Transport by 1 September 2020. The Norwegian Centre for Oil Spill Preparedness and Marine Environment shall therefore prepare the elucidation as much as possible prior to the start of contract works. There will be a need for quality assurance of what has been done prior to the execution of the contract work. There will be a particular need for added expertise in cost calculations and social economic analyses.
