the services, subject of this contract, for each of the PPAs to be revised, concern:

- the organization and animation of the approach mobilizing all stakeholders, the various working meetings and consultation bodies, in particular thematic workshops; and useful communication modalities.

- the development and drafting of prospective diagnoses and PPA projects, the co-construction of a list of shared actions and the animation of workshops contributing to them, the analysis and evaluation of the effects of the selected actions, the consideration of the modelled PPP scenario, the search for possible actions, the development of operational action sheets, and the drafting of the PPP project;

- the examination of the comments made in the context of the consultation procedure and the finalisation of the draft PPA

The contract includes two missions: a mission and a service order for each territory. Each mission has the same parts. The incumbent must be able to work on both territories simultaneously, because mission no. 2 for the territory of the Nancy agglomeration will most likely take place before the end of the work carried out on the territory of the agglomeration of Metz-Thionville (mission no. 1). An approximate delay of 3 months is estimated between the start of the revision of the PPA of the three valleys and that of the PPA of the Nancy agglomeration
