The subject of the order is the delivery and installation of LED fittings in the field of modernization of street lighting infrastructure in the City of Radzyń Podlaski aimed at improving energy efficiency. Lighting fittings offered by the contractor for the modernization of street lighting should have the total power (total power of all the fittings) not higher than indicated in the design documentation, ie 60.587 kW. The power of all luminaires to be installed (the sum of the real power of all luminaires) is one of the criteria for the evaluation of bids in the proceedings - § 28 of the ToR.

The orderer requires a quality guarantee to cover the entire subject of the contract for a minimum period of 7 years from the date of signing the final acceptance report without any remarks. The Contractor may propose a longer warranty period, calculated in years, which will be taken into account during the evaluation of offers in the procedure - the guarantee period is one of the evaluation criteria.

I. The scope of the public contract includes, inter alia:

1) disassembly of 1,528 pieces of street lighting fittings on existing poles;

2) delivery and assembly of 1,528 pieces of LED street lighting fittings on existing poles;

3) disassembly of existing booms and assembly of new booms for street lighting fixtures in the amount of 1 108 pcs .;

4) disassembly of existing supply lines for street lighting fixtures and installation of new power supply wires for street lighting fixtures in poles and brackets - 1,528 sets;

5) disassembly of existing street lighting fixtures and assembly of new street lighting fixtures - 1,528 sets;

6) modernization of the street lighting control system - installation and commissioning of an intelligent street lighting control system with individual control of a single fixture, group of fittings and the entire system and monitoring of luminaire operation parameters via the Internet network;

7) utilization of light sources and other disassembled materials, including the delivery of disassembled frames and booms of PGE Dystrybucja SA Lublin Branch (ex warehouse in Radzyń Podlaski);

8) performance of tests and measurements of the installation made;

9) photometric measurements - lighting luminance measurements based on the PN-EN 13201: 2016 standard, in the scope of road segments indicated by the contracting authority (lighting sections);

10) training of 3 persons indicated by the ordering party in the scope of operation and operation of the street lighting control system (at least 3 trainings using the street lighting control system installed in the city of Radzyń Podlaski);

11) performance of other activities and duties listed in the Annexes to the Terms of Reference:

a) Executive project - "Improving energy efficiency through modernization of street lighting infrastructure in the City of Radzyń Podlaski" - attachment No. 1a;

b) Przedmiar - attachment No. 1b;

c) Technical specification of performance and acceptance of works - attachment No. 1c;

d) Agreement (design) - Annex No. 8.

II. Requirements for deliveries:

1. The ordering party requires that the products (materials) offered by the contractor are characterized by technical and operational parameters not worse than those indicated in the design documentation and the Technical Specification of performance and acceptance of works.

2. The luminaires offered by the contractor for the street lighting modernization should have the total capacity (sum of the actual power of all luminaires) not higher than indicated in the design documentation, ie 60.587 kW.

3. Contractor confirming compliance with the requirements referred to in paragraph 1 and 2, should demonstrate that:

1) the luminaires offered meet the technical and functional requirements of the customer, that is, they guarantee the values of lighting parameters, at a level no less than the requirements of PN-EN 13201: 2016 - Road lighting;

2) the total power of all luminaires offered for installation (the sum of the real power of all the luminaires) is not greater than 60,587 kW.

III. Documents requested from contractors to confirm the fulfillment of the requirements by the offered deliveries:

1. In order to confirm compliance with the requirements specified in § 9 of the ToR, the contractor is obliged to attach to the offer:

1) table for the selection of lighting fixtures prepared according to the formula specified in Annex 9 to the SETC;

2) photometric calculations for offered lighting fittings;

3) catalog cards, CE declarations (sign) and ENEC certificate or equivalent certificate issued by the certification body (in accordance with Article 30b paragraph 1 of the Act) confirming that the product offered meets the requirements for obtaining ENEC certification for a luminaire - for all luminaires offered street lighting prepared in Polish.
