The amber town of Ribnitz-Damgarten is planning the "Tourist Development of the Pütnitz Peninsula" on the site of the former military airport. For the duration of the execution of the construction measures, a construction road is to be built. Due to the considerable transport volumes and a construction period of several years, the existing transport infrastructure between the planning area and the B105 cannot be used for this purpose. In the course of the concept planning of the tourist development area, preliminary investigations were carried out for traffic development via a local bypass (Damgarten bypass) with the result of a route in an approx. 500m corridor around the former railway line east of the village. Here the city of Ribnitz-Damgarten sees the possible location of the construction road. The planning to be drawn up refers to the external development outside the B-plan boundaries shown in the traffic engineering investigation as well as the connection points to the public transport facilities. In the present traffic engineering study and the subsequent discussions with the responsible road construction office in Stralsund, the western variant was worked out as the preferred variant. It should be noted that this essentially concerns the connection to the B 105. The final elaboration and determination of the route of the construction road is part of the planning services advertised here. The traffic investigation is attached to this service description. Note the crossing of the Templer Bach northeast of Damgarten. The development is intended for construction traffic only; public use within the meaning of the StVO is to be prevented by suitable measures. The commissioning of planning services is carried out in stages. Basically, the work phases 1 to 8 should be in accordance with HOAI 2021 and HVA F-StB. The traffic facilities, civil engineering structures (crossing Templer Bach) and technical equipment (e.g. traffic lights) are to be planned. In addition, local construction supervision is to be carried out in performance phase 8. The estimated construction costs amount to approx. 1,200,000 euros.
The following services are the subject of the tender:
- Basic services of transport facility planning with average planning requirements in accordance with § 47 in conjunction with Annex 13 HOAI 2021,
- Basic services of the planning of civil engineering structures with simple planning requirements according to § 43 in conjunction with Annex 12 HOAI 2021
- On-site construction supervision as a special service of work phase 8
The current expert opinion on the traffic engineering investigation is part of the procurement documents. On the part of the district of Vorpommern-Rügen, a sketch for the connection of the construction road to the B 105 was handed over. This can also be found in the tender documents.
The bidder owes a permanently functional construction.
The planning is awarded via a negotiated procedure with participation competition according to VgV. The bidders with the best points (from level 1) will be invited to submit an offer (level 2). The candidate who can be expected to find the best possible solution to the task on the basis of the evaluation criteria will receive the assignment. The capacities necessary to guarantee the deadlines must be available in the event of an order.
